Oklahoma Conservation Commission Non-regulatory state agency responsible for protecting Oklahoma's natural resources through voluntary programs for local solutions. https://conservation.ok.gov/

We provide assistance to conservation districts and work in the areas of soil conservation, erosion control, upstream flood control, abandoned mine land reclamation, conservation cost-share, environmental education, and water quality. In April 1937 Oklahoma passed the Conservation District Enabling Act, giving citizens the opportunity to form their own conservation districts. Today there is at least one conservation district assisting citizens in every county in Oklahoma. The Act also created the non-regulatory agency known today as the Oklahoma Conservation Commission, which is home to several voluntary programs including the Oklahoma Wetlands Program, Blue Thumb Program, Locally-Led Cost-Share Program, Conservation Education Program, Conservation Reserve Enhancement Program, Small Watershed Upstream Flood Control Program, Abandoned Mine Land Reclamation Program, Carbon Program, and Nonpoint Source Water Quality Management Program.

OCC Water Quality Director Shanon Phillips was welcomed into Save the Illinois River's Scenic Rivers Hall of Fame at the Annual Ed Edmondson Awards Banquet last night.

A Kansas native, Phillips earned her Master's in Zoology at Oklahoma State University, where she studied nutrient impacts in lakes. She joined OCC in 1997 as a technical writer and worked her way up to director in 2009. Today, Phillips coordinates a staff of more than forty who conduct statewide and watershed-specific monitoring, education, implementation, and water quality planning programs.

She is recognized for her knowledge and understanding of water quality programs at the state and federal levels, including activities completed under the EPA Clean Water Act Section 319 Program, the State's Wetlands Program, USDA Conservation Reserve Enhancement Program, the Blue Thumb Program, and the State's Carbon Sequestration Verification Program.
