We replicate the threat!
Last month personnel from our PL TSMO and PM TRADE offices supported the U.S. Indo-Pacific Command J7 Pacific Multi-Domain Training and Experimentation Capability (J7 PMTEC) team to replicate enemy unmanned aircraft systems for Balikatan 2026.

Yesterday, we welcomed Lt. Col. Emery C. Baughan as the new Product Manager for Next Generation Constructive (NGC).
Taking the helm from Brentson Bell Jr., Baughan will lead the continued development of NGC—a cornerstone of the Army’s modernization strategy. This cloud-based system is set to replace legacy constructive training, ensuring commanders are prepared for large-scale, multi-domain combat operations.

Members of our Project Lead Threat Systems Management Office (PL TSMO) Instrumentation Management Office (IMO) successfully demonstrate advanced Electronic Warfare (EW) training capabilities at Camp Shelby Joint Forces Training Center, Mississippi, during Thunderstrike 2026.
Conducted for two weeks in May, Thunderstrike was the Mississippi National Guard's first training opportunity to leverage the MDOE System of Systems (XLCC, IEWTPT, TBCF) permanently stationed/deployed to Camp Shelby as part of the Eastern Range Cyber Complex (ERCC) build out.
The system was used to monitor real-time radio spectrums and troop movements. By integrating advanced signal tracking with the command center, we substantially increased the ability to teach the real-world impacts of electronic emissions in the field.
The most exciting part was seeing the immediate impact on the participating units. Evaluators used our system to track how often and how long units communicated over their radios. When this data was paired with their real-time locations, it quickly showed the Soldiers the severe targeting risks created by their radiating communication signals.
This realization caused a distinct, immediate change in behavior on the ground. Our system recorded a measurable decrease in radio emissions, with squads actively switching to hand signals to avoid detection and reduce their footprint!
We are incredibly proud of the IMO team for delivering tools that directly enhance survivability and training effectiveness for the Warfighter.
We simulate the fight. We replicate the threat. We ensure our Army wins – before the battle is ever fought!

Rodney Figaroa, director of acquisition at the U.S. Army’s Capability Program Executive Simulation, Training, Test and Threat (CPE ST3) in Orlando, Florida, delivers opening remarks during an industry day on May 12 for the upcoming CPE ST3 Agile Professional Services (APS) contract. Dozens of representatives from companies around the country attended the event to find out more information on the upcoming request for proposals (RFP) and future award.
For the past several months, CPE ST3 has been conducting market research to identify qualified sources capable of providing professional acquisition support services for the mission via an agile program management approach. For the APS contract, the government is considering awarding up to two task orders, one for engineering/acquisition support and one for staff support. Types of support may include product management, engineering support, digital engineering, DevSecOps integration, validation and verification, test planning/execution, training support, data analytics, and sustainment planning.
The anticipated RFP will be posted to the sam.gov website in the future. Questions should be directed to [email protected]

During National OPSEC Awareness Month and throughout the year, remember that our adversaries are always watching. What seems like a harmless photo, a casual conversation, or a routine status update can give away critical pieces of the puzzle regarding our operations, movements, and capabilities.
Practicing good Operations Security (OPSEC) is everyone's responsibility:
🔒 Know what's critical: Identify the information adversaries want.
🔒 Recognize the threat: Understand who is watching and how they collect data.
🔒 Assess your vulnerabilities: Look at your digital and physical footprint.
🔒 Apply countermeasures: Think critically before you post, share, or discuss mission details.
Don't be the weak link! Think before you post, and always protect the mission.
