Tired of paying 10 cents for every paper bag at the grocery store? Here's your chance to do something about it.

My bill, Bill 74-26, makes the county's paper bag fee optional. Stores that want to keep charging it can. Stores that want to give their customers a break can. The plastic bag restrictions stay in place. This is only about the mandatory fee on paper bags.

The county doesn't collect a cent of the fee. It goes to the retailer -- not to schools, roads, or the environment. That's no accident. When the Bring Your Own Bag bill passed in 2023, the retail lobby asked for the fee. When Republicans tried to repeal it in 2024, the retail lobby pushed to keep it, and the repeal failed 3-4 on a party-line vote. Councilwoman Allison Pickard, now running for county executive, explained her no vote this way: "I don't know that we've had it in place long enough to reevaluate." That was December 2024.

The fee has now been in place for nearly three years. It's time to reevaluate.

The retail lobby will be there to fight this Bill on Monday, October 19 at 7:00 p.m. But the council needs to hear from you.

How to weigh in:
• Testify in person at the Arundel Center, 44 Calvert Street, Annapolis
• Sign up to testify virtually or submit online testimony: https://www.aacounty.org/county-council/meetings/meeting-participation

Even two sentences make a difference. Here's an example: "I live in [your community]. And I support Bill 74-26 because..."

Feeling the squeeze? You're not imagining it. Here's the number every taxpayer should know: $39.4 million → $61.5 million. Today, the County Council sat as the Board of Health, and these are the facts:

🔹County tax money to the Health Department went up 56% from FY2019 to FY2027, while prices rose about 33%.

🔹One year, FY25, jumped 23% by itself. Every big jump becomes the new baseline that taxpayers fund year after year.

🔹To pay for it all, the county went over its own property tax cap twice since 2019 (2019, 2023), and raised the income tax rate twice (2019, 2024), most recently on middle-class earners.

This isn't about whether public health matters. It does. It's about whether county government asks the hard questions about every dollar before it asks you for more.

Your family has to make tough choices about groceries, rent, gas, and childcare. Your county government must make tough choices too. The answer can’t always be “revenue enhancements.” That’s government-speak for tax increases.

Affordability isn't a slogan. It's a budget.

Should teachers in Anne Arundel County be allowed to strike and close schools? Every Democratic candidate endorsed by the teachers union, Teachers Association of Anne Arundel County, this year was asked that question (yes, they're all Democrats). Their answers haven't been made public.

This isn’t a teachers’ endorsement. It’s a party endorsement. And it isn’t the first time. In 2022, TAAAC endorsed the Democratic county executive and singled out the council's Republicans as the opposition. Why? We voted against budgets that raised your income and property taxes.

For TAAAC, the right to strike isn’t a side issue. The union rallied in Annapolis to get that right this year (it failed), and when it endorsed one council candidate, it highlighted her readiness to fight for right-to-strike legislation as a selling point. TAAAC's questionnaire also asks whether candidates will commit to raises that match inflation every year, how they'd vote on open contract negotiations, and how they'd pay for it all. The questionnaire is included here to see it in full.

TAAAC will be trumpeting its endorsement on mailers and sample ballots all over Anne Arundel County this Fall. Voters deserve to know what it required candidates to get on the "Apple Ballot". TAAAC’s own rules allow the answers to be made public. Every endorsed candidate should release their questionnaire, and TAAAC should publish them too.

Here's where I stand, on the record:
• I oppose teacher strikes that close schools on families.
• I voted against the tax increases in FY20 and FY25.
• I voted, with Democratic support, to stop the school board from pulling $745,000 out of student transportation when the bus system was failing and needed reform.
• I support open negotiations so taxpayers can see how their money is spent.

My record and positions are public. Theirs should be too.

🏢 Multifamily housing next to your house? That's the Democrat’s goal. Your vote and voice will decide 🗳️

Plan2040's density push came from a Democratic County Executive and passed on a party-line vote by the Democratic Council majority. Keep both, and you’ll get more of the same. If you want more multifamily housing in developed communities, vote for a Democratic county executive and Democrats for the county council. If you don't, you have a choice and your vote can send a message by voting for Republicans to say stop 🛑

You can also come testify on three bills before the County Council on October 19. One bill pushes density. Two bills push back. They're connected. All three will decide which direction Anne Arundel goes.

Bill 61-26 is the County Executive's zoning update. Buried in it is a requirement that zoning conform to Plan2040, the county's General Development Plan, which pushes for more density. I offered an amendment to strip that requirement out. It failed 4–3 on a party-line vote.

When county policy rewards more density, developers have every incentive to build as much as they possibly can. That makes the next question unavoidable: what do campaign contributions have to do with density?

Bill 65-26, my Campaign Contribution Disclosure and Comprehensive Zoning Integrity Act, answers that question three ways:🚫 It limits contributions from developers to the officials deciding their projects.🔎 Requires disclosure, so you can see who's giving⚖️ Requires recusal, so officials who took the money don't vote on the project

Bill 71-26, my Neighborhood Preservation and Environmental Protection Act, does two things:🏡 It rolls back the density increases for affordable housing that Bill 72-24 created.🏡 It keeps triplexes, fourplexes, and multifamily buildings out of established single-family neighborhoods.
