Pennsylvania Inspection Stickers: What Do They Mean?

If you drive in Pennsylvania, you're required to display your vehicle inspection stickers on the lower left corner of the driverโ€™s side windshield.

These stickers show whether your vehicle is currently compliant with Pennsylvaniaโ€™s inspection requirements.

Blue Sticker: Emissions Inspection
The blue sticker represents the vehicleโ€™s emissions inspection status.

In this example, the sticker is marked โ€œEXEMPT.โ€ In Pennsylvania, some vehicles may qualify for an emissions exemption, such as vehicles driven fewer than 5,000 miles during the previous 12-month registration period. Even when exempt, the vehicle may still receive an emissions exemption sticker.

Red Sticker: Safety Inspection
The red sticker represents the vehicleโ€™s annual safety inspection.

This confirms that the vehicle has passed required safety checks, which may include:

- Brakes
- Tires
- Lights
- Suspension
- Steering components
- Other required safety items

The safety inspection sticker also includes vehicle-specific information, such as the make and identifying details.

Expiration Date
The large numbers on the stickers show the expiration month and year.

In this example, the stickers show:

11 / 25 = Valid through November 2025

Since it is now June 2026, these inspection stickers have expired.

When performing acknowledgments in Pennsylvania, notaries should understand the three common types and how each depends on the signerโ€™s role or capacity.

โœ… Individual Acknowledgment

The customer signs the record on their own behalf.

โœ… Acknowledgment in a Representative Capacity

The customer signs on behalf of another entity, most commonly a business, corporation, or organization, as an authorized representative.

โœ… Acknowledgment by an Attorney-at-Law

An attorney takes a clientโ€™s acknowledgment, then appears before the notary and acknowledges, as a member of the Pennsylvania Supreme Court bar, that the client signed the record before them and understood what they were doing when signing.

Knowing the difference helps ensure the notarial certificate matches the signerโ€™s role, and the correct acknowledgment is completed.

With AI tools becoming more widely available, some organizations are considering using them to create legal documents like Wills, Powers of Attorney, and Health Care Directives. But before you notarize one of these documents, here's what you should consider:

Under the new notary regulations, "a notary public ๐ฌ๐ก๐š๐ฅ๐ฅ provide an itemized receipt for all fees charged by the notary." But what does that mean in practice? Here's what you need to know:

โœ… No fees = No receipt required.
If no fees are charged for the notarization, no receipt is necessary.

โœ… No need to keep copies.
Notaries are NOT required to keep copies of receipts issued to customers.

โœ… Always provide a receipt when fees are charged.
If the customer does not want or need the receipt, they may simply discard it.

โœ… Customer refuses a receipt?
If a customer does not want a receipt, the notary should document that fact in their notary journal.
