Turning Points for Children, a child and family services agency that has been in business since 1835, has been named by Philadelphia Deptartment of Human Services as the “Community Umbrella Agency” to implement the Improving Outcomes for Children (IOC) Initiative in the 15th Police District (Lower Northeast Philadelphia). The IOC Initiative is based on the premise that positive outcomes are achiev
ed through the use of child protection services that are family-centered, community-based, culturally competent, integrated, timely, and accountable for results. DHS has decided that, in order to achieve these positive results, particularly safety, permanency, and well-being for our children and youth, the child welfare system must promote new practices, service innovations, and true collaborative partnerships between public and private agencies and stakeholders in the communities served. To accomplish this goal, the IOC initiative aims to decentralize the provision of direct case management services through a network of neighborhood-based Community Umbrella
Agencies (CUA) that can demonstrate the capacity and ability to provide child protection and child welfare services that are based within the community. Turning Points is the neighborhood CUA for the Lower Northeast and provides a continuum of care for children and families, including services preventing child abuse and neglect, in-home services for families at risk, and foster care services aimed at reunifying families and assuring permanency for children. An affiliate of Public Health Management Corporation (PHMC), Turning Points for Children is able to access a strong continuum of services to connect children and their caregivers in the areas of primary care, behavioral health, financial services, parenting programs, workforce readiness and early childhood education.
