Change often starts with who sees themselves in power.
At our fifth annual Women in Public Leadership event, trailblazer Judge Kelley Brisbon Hodge reflected on how she worked to reimagine public service by building deeper community connection and shifting how people understand government beyond enforcement toward engagement and trust.
She also spoke about bringing young women into the office—especially young Black women who have historically been excluded from seeing themselves in these spaces—as a way of planting seeds for what leadership can look like for the next generation.
In the spirit of Juneteenth, her message speaks to the long arc of freedom and representation: progress is not only about access to institutions, but about ensuring people can envision themselves within them.

Juneteenth is a reminder that freedom is not just something to be declared.
It has to be delivered, enforced, and made known in order to be real in people’s lives. When information does not reach the communities it affects, or when enforcement is delayed or inconsistent, rights can exist on paper without fully reaching the people they are meant to protect.
This history is what Juneteenth asks us to remember. It is not only about the moment freedom was finally announced in Galveston, but about what it means when the alignment of access to information and enforcement determine whether rights are actually experienced.
Democracy depends on institutions communicating clearly, enforcing consistently, and reaching every community without delay so that what is promised by law is experienced for all its intended to serve.
