USJF Files Amici Brief Backs Huntington Beach’s Right to Voter ID
The amici curiae brief filed by James Lacy, United States Justice Foundation and the California Public Policy Foundation supports Huntington Beach in its voter identification case before the California Court of Appeals. The brief argues that charter cities hold constitutional authority to govern their own elections free from state intrusion, drawing parallels to recent rulings in Lacy v. City and County of San Francisco. At its core, the filing contends that just as San Francisco may extend voting rights to noncitizens under its charter, Huntington Beach likewise retains the right to require voter identification for its municipal elections.

The United States Justice Foundation has filed an amicus brief in the 9th Circuit Court of Appeals in support of the Trump Administration’s executive order ending birthright citizenship. The Citizenship Clause of the Fourteenth Amendment provides: “All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.”
Our argument centers on the fact that the children of temporary residents and those who entered the country illegally are not citizens of the United States because they are not subject to its jurisdiction in the manner the 14th Amendment requires.

The United States Justice Foundation conducted research into National Public Radio’s news coverage in 2024 and compiled a report that showed how the staff of NPR is composed of Democratic donors and volunteers. NPR operates under the FEC press exemption but is controlled by Democratic Party operatives. USJF has filed a complaint with the FEC, alleging that NPR’s news coverage does not meet the FEC’s requirements for a press exemption, and therefore, its coverage of politics should be considered in-kind contributions to the Democratic Party.
