Bannock Transportation Planning Organization This page provides public information on the activities and projects of the Bannock Transportation Planning Organization (BTPO).

The Bannock Planning Organization (BTPO) is a non-profit association created by local governments for the purpose of conducting long-range transportation planning. Only governments or governmental agencies may be members of the association. The purposes for which this association exists are to conduct and/or coordinate various planning services, activities and functions of, and for, the parties. These may include preparations, reviews and/or recommendations of plans, policies and programs related to planning and regulatory responsibilities for:

Transportation planning;
Transportation Improvement Program (project selection);
Air quality planning;
Population and employment projections;
Such other purposes and authorities consistent with the conduct of planning services for members or in the pursuit and/or performance of cooperative agreements for regional planning as hereinafter provided.

BTPO just wrapped up the 2026 Bicycle Parking Inventory & Assessment Report which reviews current bike rack locations in the Portneuf Valley and national best practices, and which provides a local model ordinance pertaining to the where's, what's, and how's of bike racks as development occurs throughout the area.

With Labor Day Weekend coming up, make sure you make it home.

❗ Over the past five years in the Pocatello-Chubbuck area, nearly 1 in 4 Labor Day weekend crashes involved an impaired driver, compared with about 1 in 15 crashes during the rest of the year.

❗ And 43% of Labor Day weekend crashes involved an injury, compared with 26% on other days.

🚗 Buckle up.
📵 Put the phone down.
🍺 If you're drinking, plan a sober ride home.
🚲 And remember to share the road.

We have been updating our bike rack inventory in Pocatello and Chubbuck this year, reviewing local ordinances, and comparing them with recognized bike rack best practices. From time to time, the Metropolitan Transportation Plan (MTP) and the Transportation Improvement Program (TIP) are amended to accommodate newly identified projects with funding sources. ITD is proposing a project with federal transportation aid funding at the intersection of US-91 (Yellowstone Ave.) and Park Lawn in Chubbuck, Idaho, to install traffic signals and a right-turn bay. To move forward with the project as proposed, Bannock Transportation Planning Organization will need to amend its MTP 2050 and the Fiscal Year 2027-2033 TIP .

BTPO is the Pocatello-Chubbuck metropolitan planning organization, a transportation planning organization established by the Governor working with the cities of Pocatello and Chubbuck, Bannock County, Pocatello Regional Transit, and the Idaho Transportation Department to plan and program federally funded and other regionally-important transportation projects in the area. We rely on detailed analyses of historic and projected growth trends, travel patterns and modeling, modes of travel, and lots of other things to determine where best to spend scarce federal transportation dollars but often those data don’t tell us things that people who live, work, and play near our project areas often understand well. We need your input about our projects and plans and so by following our social media pages, you can stay informed of public engagement opportunities like comment periods, surveys, open houses, polls, and more.

BTPO is proposing amending the Metropolitan Transportation Plan 2050 and the FY 2027-2033 TIP to include a new project and we want your input!

The Idaho Transportation Department (ITD) proposes to add a new project to the FY2027-2033 Transportation Improvement Program. The new project is the signalization of the US-91 (Yellowstone Ave.) and Park Lawn intersection at all 4 legs, and adding a right turn lane for eastbound Park Lawn traffic. The project is located in the City of Chubbuck, south of New Day Parkway/Siphon Road. The anticipated cost is $1.5 million and it is anticipated to occur in Fiscal Year 2028. In order to include the project, we need to amend the Metropolitan Transportation Plan and the Transportation Improvement Program.
