The Loss of a Friend

I have reposted below Undersheriff Lorraine Shore's wonderful tribute to our friend Alan Barnard. It captures much of what we all want to say about Alan, his dedication to our community and his dedication to first responders.

After the 9/11/2001 terrorist attacks Alan's support for public safety became even more visible. The result was many things. The re-naming of Francis Street Park 9/11 Memorial Park, the placement of of a memorial and recognition for Clallam County first responders at 9/11 Memorial Park, the placement of a section of the Twin Towers at 9/11 Memorial Park and our annual 9/11 ceremony that was both organized and officiated by Alan are some of the things.

In 2001 Alan was the driving force behind the production of a Clallam County public safety tribute video. The video also tells the story of how Alan organized and led the effort that became 9/11 Memorial Park. A youtube copy is attached here:
https://youtu.be/MyIPBZ_-wGM

For over 15 years Alan was the chair of the Port Angeles Public Safety Advisory Board (PSAB). He kept the board functioning, productive and within the mission as established by out City Council. He provided feedback and support to both the Fire Chief and Police Chief. He was a source of leadership and vision for the board. He was part of the effort that established the PSAB members as eligible for service as community representatives on our independent investigative team (KCIRT).

For Alan the list of accomplishments and the story of his dedication to our profession is very long. Godspeed Alan. The spirit of your service lives on every day in all of our Clallam County first responders.

Brian S. Smith
Chief of Police

"Dear Sheriff's Office Staff and Volunteers,

It is with a very heavy heart that I share the passing of our dear friend, longtime volunteer, and treasured member of our Sheriff's Office family, Alan Barnard, who passed away on October 18, 2026.
I know many of you have had the privilege of working alongside Alan over the years, and I wanted to take a moment to recognize just how much he meant to our Sheriff's Office and the entire Clallam County community.

Alan was truly one of a kind. His dedication to helping others, his wonderful sense of humor, and his incredible willingness to give his time and talents made him someone we could always count on. Alan was always there for everyone. Whether it was a major community project, a Sheriff's Office event, or simply someone needing a helping hand, Alan never hesitated to step forward.

So many of the programs we value today exist because Alan had a vision and the determination to make it happen.
Alan was the driving force behind the creation of our Olympic Discovery Trail Sheriff's Bike Patrol Team and the Disaster Assistance Response Team (D.A.R.T.). He began developing the D.A.R.T. program in 2008, and after years of hard work and perseverance, it became a reality in 2017.

Alan also served on the Sheriff's Citizen Advisory Committee since 2010, holding the position of President for most of his tenure. He believed strongly in ensuring that everyone in our community had a voice and worked tirelessly to strengthen the relationship between our Sheriff's Office and the citizens we serve.
For 25 years, Alan organized the annual September 11th remembrance ceremony in Port Angeles and was instrumental in establishing the September 11th waterfront memorial, which was dedicated in 2014.

Alan was also an incredible supporter of our annual Law Enforcement Memorial Ceremony. For many years, he served as our photographer, capturing the special moments as we honored our fallen officers. But his involvement went far beyond photography. Alan helped with preparations, volunteered wherever he was needed, and did everything he could to make the ceremony meaningful. His support of our law enforcement family meant so much to all of us.

And who could forget seeing Alan riding his bicycle along the waterfront and Olympic Discovery Trail, pulling his trailer and collecting trash? Over the years, he personally removed thousands of pounds of garbage from our trails, simply because he cared about our community and wanted to make it a better place.
Alan was living proof that one person truly can make an extraordinary difference.

But beyond all of his remarkable accomplishments, what I will miss most is Alan himself. His friendship, his kindness, his humor, his enthusiasm, and his unwavering willingness to help others. He was someone who genuinely cared about people and gave so much of himself without ever expecting anything in return.

Alan was never just a volunteer. He was part of our Sheriff's Office family, and his loss leaves a tremendous hole in our hearts.
With his family's permission, we have prepared a tribute to Alan for our Sheriff's Office page, sharing some of the many photographs and memories from his years of service. I encourage you to take a moment to read it and, if you wish, share your own memories and photographs of Alan. I know his family would appreciate hearing how much he meant to so many people.

Please keep Alan's daughter, Deanne, and the entire Barnard family in your thoughts as they navigate this difficult time.
I am so grateful that we had the opportunity to know Alan, work alongside him, and call him our friend. His legacy will continue through the programs he created, the volunteers he inspired, and the countless lives he touched.

Alan spent his life showing up for others, and our community is a better place because of him.

Rest in peace, dear friend. Thank you for everything you gave to our Sheriff's Office and our community. We will miss you more than words can express.

Community Oriented Policing

PAPD had a fun visit and tour with the Life Skills class from the Stevens Middle School. Students, faculty and staff were given a tour of the Police Department and some of the City Hall campus. The students asked some great questions about the workings of law enforcement and local government. K9 Freddy and K9 Officer Ken McKnight also provided a great in person meet and greet with our students.

Thank you Stevens Middle School Life Skill class for stopping by and making our day!

Peninsula College Launches First-of-Its-Kind 9-1-1 Dispatcher Training Course

New course offers a pathway into emergency communications careers, with a short-term micro-credential in development

PORT ANGELES, WA. — Peninsula College is expanding its workforce training opportunities with a new Public Safety Telecommunicator (PST) pre-certification course beginning Winter Quarter 2027. Developed in partnership with Peninsula Communications (PenCom 9-1-1), the course will introduce students to the skills needed for careers as 9-1-1 dispatchers and emergency communications professionals.

The five-credit course, CJ 118: Public Safety Telecommunication, will be the first of its kind offered through a community college in Washington state, providing a new educational pathway into this important public safety profession.

Public safety telecommunicators are often the first point of contact during an emergency. They gather critical information, guide callers through difficult situations, and coordinate responses from law enforcement, fire and emergency medical services. Their work requires strong communication skills, sound judgment, and the ability to remain calm under pressure.

CJ 118 introduces students to emergency call-taking, incident assessment and prioritization, communication techniques, information gathering, stress management and radio dispatch procedures. The course will be offered online in an asynchronous format, allowing students to complete coursework on their own schedules.

The course comes as Washington state implements new training and certification requirements for public safety telecommunicators under Chapter 38.60 of the Revised Code of Washington (RCW). Peninsula College is also updating its existing Criminal Justice short-term certificate to align with the state's certification framework and developing a new micro-credential focused on CJ 118. The proposed micro-credential is currently going through the state approval process.

“This partnership is a great example of how Peninsula College can respond to emerging workforce needs by creating accessible, career-focused education,” said Camilla Rico, dean of community education and workforce partnerships at Peninsula College. “By offering foundational training in emergency communications, we are helping individuals explore a rewarding public safety career while supporting the agencies that depend on skilled telecommunicators.”

Development of the course also received support through the Recompete Washington Initiative, funded by the U.S. Economic Development Administration (EDA). Recompete supports short-term training opportunities that prepare individuals for in-demand careers and help meet regional workforce needs. For more information, visit recompetewa.org.

The new course builds on the work of Port Angeles Police Department Deputy Director Karl Hatton, who oversees PenCom 9-1-1 and has helped advance professional recognition and training standards for telecommunicators across Washington.
Hatton serves on the Washington State Public Safety Telecommunicator Certification Board and has worked with the State Emergency Communications Office to adapt the state's training programs into an online pre-certification curriculum suitable for community college students.

The partnership will help emergency communications agencies recruit and prepare future employees while giving students an opportunity to explore the profession before pursuing employment. The course provides foundational training but does not grant state PST certification.

Enrollment and Additional Information
CJ 118: Public Safety Telecommunication will be offered beginning Winter Quarter 2027. To learn more, visit the Peninsula College course catalog. Students interested in enrolling are encouraged to schedule an appointment with the college's Outreach team at pencol.edu/admissions.

🚨 FELONY HARASSMENT ARREST FOLLOWING FI***RM INCIDENT IN SEQUIM

On the evening of October 16, 2026, at approximately 8:45 PM, Clallam County Sheriff's Deputies responded to the 1500 block of Atterberry Road in Sequim after a resident called 911 reporting that their landlord was firing a gun at them. The 911 dispatcher could hear gunshots in the background of the call.

While deputies were speaking with the victim, the landlord called and threatened to kill him.

The suspect was identified as 52-year-old Sequim resident Randy Raymond Lima, who lived on an adjacent property.

Due to the seriousness of the threats and the involvement of a fi***rm, additional law enforcement resources responded, and neighboring residents were evacuated as a precaution.

The Peninsula Crisis Response Team (PCRT), assisted by officers from the Port Angeles Police Department, Sequim Police Department, and troopers from the Washington State Patrol, responded to the scene.

After deputies obtained an arrest warrant, Lima was safely apprehended by PCRT at approximately 12:25 AM on October 18 and booked into the Clallam County Jail on one count of Felony Harassment – Threats to Kill.

Additional criminal charges related to Lima's use or possession of a fi***rm are pending further investigation.

âś… Thankfully, no one was injured during this incident.

The Clallam County Sheriff's Office appreciates the coordinated response of our law enforcement partners and the professionalism demonstrated by all personnel involved. Their teamwork helped bring a potentially dangerous situation to a peaceful resolution while prioritizing the safety of residents, responding officers, and the suspect.

We also thank the neighboring residents for their patience and cooperation during the evacuation.

How busy was it?

From Monday at 8:PM to Tuesday at 8:00 PM the Port Angeles Police Dept and the Port Angeles Fire Dept combined were dispatched to 98 calls for service. That is one new call every 15 minutes. A few calls had both Police and Fire responding (like the drug overdose, CPR, naloxone resuscitation and Involuntary Treatment Act detention yesterday on the Peabody Creek Trail).

Yesterday PAPD had a 3 Officer Patrol team augmented by one Code Enforcement Officer and the School Resource Officer and occasionally assisted by the Deputy Chief or Police Chief. The Patrol Supervisor (Corporal Zach Moore) handled 22 calls for service on his 12 plus hour shift yesterday and is here today on his day off completing reports.

What happened this last week in Port Angeles?

Officers, Code Enforcement, PenCom Communications Officers, Records staff and Detectives have been very busy. Here are some highlights:

PenCom last week:

916 – 9-1-1 calls taken
994 Business calls “in”
509 Business calls “out”
527 – Ava (auto attendant)
Text to 9-1-1 = 5 calls

PenCom Communications Officers handled 2 CPR calls , 6 Structure Fires, and 1 drug OD during the 7 days.

This morning Records processed 5 arrests from the weekend. There were also some additional warrant arrests (last Monday Records processed 2 weekend arrests plus some warrant arrests). Records staff also reports 38 currently open Public Records Requests.

Last Wednesday there was a CRT call out in Jefferson County re an armed and violent fugitive who had been located at a residence. The joint agency response included CRT members with night vision, CRT drone operators, and Sequim PD K9. Please see previous the PAPD post (from Jefferson County SO).

On Friday PAPD Detectives and Patrol Officers arrested a subject reference a S*xual Assault and Burglary investigation He remains in custody. He is being held on a $250,000 bond and on a 72 hour hold pending charging. The arrest was the result of an investigation that began 2 months ago.

This weekend two individuals were arrested relative to a Burglary after Officers were called to what was reported as a disturbance (PAPD Case #2026166619). Officers contacted two people in an alley behind a residence. The investigation showed that a male and female had been involved in a physical fight. In their possession were 7 full golf bags that matched the description of what had been reported stolen from our local golf course. Based on the subsequent investigation both individuals were booked into the Clallam County Jail on 3 felonies and one misdemeanor (Trafficking in Stolen Property 1st, Burglary 2nd, Theft 1 from Building and Assault 4th Degree). The investigation continues and the case in being led by the Blue Squad patrol team. It appears that prior to the disturbance call and subsequent arrest the pair were in the process of arranging for a sale of the stolen golf clubs.

With the available time and resources Code Enforcement and Patrol have been addressing drug use and other criminal behavior on Laurel between 5th and 3rd, the Peabody Creek Trail and West 18th Street

From a 2022 PAPD case ( #2022-19857) a subject was recently sentenced to 45 months in custody for Conspiracy to Commit Burglary in the 2nd Degree, ordered to pay $2,953 to the victim’s estate and given a sentence that runs concurrently with two unrelated Snohomish County felony cases.

Today has been very busy with a steady number of calls and several arrests made. Officers have spent their time on response to calls, follow up, evidence processing or on the completion of reports. Earlier in the afternoon Officers were called re an “unwanted person” on the west side of town. The call turned into an arrest and booking into the Clallam County Jail for "Possession of a Stolen Vehicle". A stolen vehicle from an earlier CCSO case was recovered and returned to the owner.

And, yes PAPD still operates one Ford Crown Victoria Police Interceptor. This car is an iconic spare unit that is used when an Officer's regularly assigned vehicle is out of service.
