Lucy Steward Stiefel was the longest serving member of the Port Arthur Public Library staff and the first female director for the Port Arthur Public Library.

Lucy was a native of Houma, Louisiana. She moved to Port Arthur when she was six years old with her family. She was a 1931 graduate of Port Arthur High School . Ms. Stiefel volunteered at the original public library in Port Arthur, the Gates Memorial Library, while she was still in high school. Following graduation Ms. Stiefel was hired on.

Ms. Stiefel obtained an undergraduate degree from Port Arthur College (later renamed Lamar State College-Port Arthur) and her library science degree from Texas State College for Women (later renamed Texas Woman's University) in Denton, Texas. The formal announcement of Ms. Stiefel as the librarian of the institution (library director) appeared in the September 5, 1938 edition of the Port Arthur News.

Ms. Stiefel was still the library director when the public library transitioned to it's new location at highway 73 and 9th avenue. The new location came with a new name-The Port Arthur Public Library. Ms. Stiefel retired from the library in 1985.

Today the reprint of the original picture of Ms. Stiefel, originally taken by local photographer Bart Bragg in 1967, along with a plaque bearing Ms. Stiefel's name, title and years of service, was mounted outside of the Gallery room named in her honor.
