City of Powderly, Kentucky
Sanitary Sewer Evaluation
Smoke Testing
The City of Powderly, through its consultant, Bell Engineering, and contractor, Bobby Luttrell and Sons, LLC, will be conducting Smoke Testing of the Sanitary Sewers in the area beginning on Monday, September 14, 2026, for a period of up to one month.
Smoke Testing is the method best used to detect surface groundwater inflow to the sanitary sewer such as storm sewer cross connections and point source inflow leaks in drainage paths or ponding areas, roof leaders, basements, cellars, yard and area drains, foundation drains, abandoned building sewers, and faulty service connections.
Smoke candles are used to generate the smoke required for the test. An air blower forces smoke into the sewer pipes, which are blocked temporarily into short, one or two manhole sections. A tablet or paper form and camera are used to document smoke coming from leak sources at the surface.
Local Police and Fire departments have been notified, and residents are being informed of tests through print media, and direct contact. An attempt will be made to notify residents again on the day of the testing when work is conducted in your specific area.
The smoke used for testing is non-toxic, non-staining smoke, specifically designed for this purpose. If you have specific health concerns, please notify The City of Powderly at 270-338-5123.
Smoke may enter a building through faulty plumbing, such as dry traps, plugged or incorrectly installed vent pipes, and open floor or sump drains. If you detect smoke, please notify personnel in the area and call The City of Powderly. Please be aware that the ability for smoke to enter the building also indicates the ability for sewer gases to enter. Sewer gases entering a building is a dangerous condition and should be followed up with a plumbing inspection and corrective action by a licensed plumber.
You can help avoid smoke in your building by assuring that all drains and traps have been flushed with at least one gallon of water. Water in a sewer trap forms a plug that helps prevent sewer gases and smoke from passing back into a building.
Thank you for your patience as The City of Powderly seeks to improve its sewer service.
