There are 2 AFFORDABILITY and 1 ACCOUNTABILITY AMENDMENTS ON THE BALLOT! TURN YOURS OVER TO VOTE!

Accountability Amendment: VOTER ID

This proposed constitutional amendment would extend North Carolina’s photo ID requirement to *all voters, including those voting by mail.*

Why does it matter?

>Strengthen election security and accountability.
>Apply consistent photo identification standards, regardless of how a ballot is cast.
>Help safeguard the integrity of the voting process.
>Build public confidence that elections are conducted fairly and securely.

The bottom line: Secure elections start with clear, consistent statewide standards. North Carolina’s voters deserve confidence that their voices are protected and their votes count.

AFFORDABILITY AMENDMENT #2: INCOME TAX CAP

This proposed constitutional amendment would cap North Carolina’s state income tax rate at *3.5%*, lowering the current constitutional maximum of 7%.

Why does it matter?

>Protect taxpayers from future state income tax rates above the proposed cap.
>Give families more predictability when planning their finances.
>Support affordability for workers, families, and small businesses.
>Shape North Carolina’s tax policy for generations to come.

The bottom line: A lower income tax cap means keeping more of your hard earned money instead of the government keeping it.

AFFORDABILITY AMENDMENT #1: PROPERTY TAX LIMITS

North Carolina’s proposed constitutional amendment would require the General Assembly to set limits on property tax increases by local governments.

Why does it matter?

>Protects all homeowners from unexpected tax burdens.
>Help reduce cost pressures on renters and small businesses.
>Make property tax growth more predictable.
>Require greater accountability when local governments want to exceed established limits.

The bottom line: Keeping North Carolina affordable means making sure families can afford to stay in the communities they call home.

As a reminder, my bill was introduced and passed this May in the NC House. It protects us from Data Centers raising our energy costs as well as requires environmental protections.

Thank you to my colleagues in the NCGA who voted to pass my bill.
At a time when families and small businesses are worried about high costs, we cannot allow massive new energy demands from data centers to drive up power bills. That’s why the Ratepayer Protection Act makes sure data centers pay for themselves rather than passing costs onto hardworking North Carolinians. As our state continues to grow, we’re committed to keeping energy reliable, communities protected, and affordability front and center. - House Energy and Public Utilities Co-Chair Matthew Winslow (R-Franklin, Vance)

Proud to support efforts to secure federal funding to replace and realign the bridge on Clifton Pond Road over Crooked Creek. I’ve submitted a letter of support for Franklin County’s grant application because this bridge is a critical access point for many of our residents.

The cost of this project is significant, and federal funding would help accelerate the replacement, improve access, and help prevent the bridge from eventually having to close permanently.

Investing in our infrastructure means investing in the safety, connectivity, and future of our communities. I’m pleased to support this important effort and hope to see the funding needed to move this project forward!

Fantastic News.
The Relief at the Pump Act is now law! And because of your Republican led NCGA, we were able to do the following:
✅ Suspends North Carolina’s 41-cent-per-gallon fuel tax
✅ Requires savings to be passed on to consumers
✅ Allows farmers to use dyed diesel in highway vehicles
✅ Fully funds NCDOT road and bridge projects

Fantastic news!

Yesterday, House Bill 3: Relief at the Pump passed both the NC House and Senate. We are now waiting on approval from the Governor.

What this means for all of us:

> Approximately 41 cents of relief at the pump
>Drivers should begin seeing the savings reflected in about 2–3 weeks, as current fuel purchases work their way through the supply chain
>The reduction will be in effect through November 30
>The General Assembly will reevaluate the situation when it returns for the November Session

What will it cost:

Approximately $350 million

How will it be paid:

Thanks to fiscal policies enacted by the Republican-led General Assembly, the state will use funds from the inflation reserve fund to offset the cost to the North Carolina Department of Transportation.

This is welcome news for North Carolina families, commuters, businesses, and everyone feeling the impact of higher costs at the pump. More relief is on the way, and I’ll continue to keep you updated as this moves forward.

Tomorrow, we will meet to vote on suspending the *state* gas tax.

Earlier this year, we in the NC General Assembly considered suspending the state gas tax. Five months later, what had initially looked like a temporary spike has become a prolonged burden for families, farmers, and small businesses. Farmers are in the middle of harvest season. Communities in Western North Carolina are still working to recover from Helene while welcoming visitors, and soon families across the state will be traveling to see loved ones for the holidays.

Suspending the state gas tax is a commonsense step we can take to make our state more affordable. And thanks to years of responsible, fiscally conservative budgeting by our Republican-led NCGA, we can provide relief at the pump while continuing to fund roads, bridges, and other critical transportation infrastructure.

North Carolinians shouldn’t have to wait for another election or another legislative session to get help.
