As many of you may already know, I have been completely open and transparent about my decision to ask Desiree Silva to serve as my Chief Deputy. I would like to take this opportunity to highlight some of her qualifications, experience, and the reasons I believe she is well suited for this role.
I believe it is important that everyone understands the reasoning behind this decision. Desiree’s qualifications and the qualities she brings to the table are worth recognizing, and I want to ensure that my decision is communicated clearly and openly.
Desiree has 14 years of County Government Experience with 13 of them being in the Assessor’s Office.
Desiree has extensive experience in property assessment, deed processing, agricultural accounts, and tax roll administration. Her work required high accuracy, strong organizational skills, and proficiency in multiple software systems.
Administrative Support
• Managed office logs, mail, travel, phones, and taxpayer assistance
• Distributed property cards and supported departmental file transfers and reports
Deed & Property Records
• Processed recorded deeds and verified legal descriptions
• Communicated corrections to customers
• Completed lot splits/combos, updated property cards, and processed tax roll changes.
Livestock & Agricultural Accounts
• Maintained accounts and prepared annual renditions
• Worked with the NM Livestock Board on valuations and reports
• Mailed Notices of Value and applied exemptions.
Valuation & Tax Record Support
• Assisted with protests and appraiser support
• Reconciled records between Triadic and Tyler
• Verified tax status, released mobile homes, and ensured account accuracy
Training & Credentials
• Attended NMAC and Assessors’ Affiliate conferences
• Earned Certified Public Official (CPO)
• Completed coursework toward CPS and CPM certifications

With that being said, I believe that Desiree’s qualifications, combined with my own experience and leadership, will help us continue moving forward and achieving our shared goals.
