We want to share important information regarding stray and free-roaming cats in our community.
We frequently receive calls about cats that have had kittens or are injured after residents fed or cared for them over an extended period of time. While we understand the compassion behind helping these animals, it’s important to be aware of how Missouri law defines responsibility in these situations.
Under Missouri law (RSMo 578.005), “harboring” an animal is defined as feeding or sheltering an animal at the same location for three or more consecutive days. Once an individual begins harboring a cat, the animal may legally be considered their responsibility. This includes providing necessary veterinary care if the animal becomes sick or injured, and finding homes for any kittens the cat may have.
Our goal is to prevent situations where cats reproduce, become ill, or suffer without proper care. The best way to do that is early intervention. If you notice a stray cat in your area:
• Please contact Animal Control as soon as possible by calling the Animal Control Facility at 816-892-3053. If there's no answer, leave a message, and we will return your call.
• Do not wait until the cat is injured or has kittens.
• Do not feed them unless you are prepared to assume responsibility.
By reporting stray cats early, we can safely impound them, assess their health, and work toward appropriate outcomes. We appreciate the community’s concern for animals and your cooperation in helping us provide the best care possible.
