Chief Carroll Stelly announces that on May 17, 2026, the Rayne Police Department received a complaint regarding shots fired on 7th St.
Based on the subsequent investigation, Charlotte Faye Dupont, 56, of Rayne, was arrested on May 17, 2026, and charged with Attempted First Degree Murder (La. R.S. 14:30 / 14:27).
All persons are presumed innocent until proven guilty in a court of law.

On April 9, 2026, at 10:54 a.m., Calcasieu Parish Sheriff's Office deputies arrested Rylekwun Poullard, 29, of Greenwood Way, Lake Charles, on an outstanding City of Rayne arrest warrant. Poullard faces five counts of indecent behavior with a juvenile and five counts of computer solicitation of a minor.
City of Rayne officers and Calcasieu Parish deputies executed a search warrant at Poullard's residence located on Greenwood Way to collect evidence related to the ongoing investigation. Poullard will be transferred to the Acadia Parish Jail, where he is being held on a $100,000 bond.
The Rayne Police Department remains committed to the protection of children and will continue to work with partner agencies to investigate and prosecute those who exploit minors.

Rayne Police Department Arrests Local Man Following Fatal Overdose Investigation
On February 24, 2026, the Rayne Police Department successfully executed a narcotics-related search warrant that resulted in the arrest of a local resident and the filing of several felony charges, including Second-Degree Murder.
The investigation began on February 21 and 22, 2026, when officers responded to a series of medical emergencies involving drug overdoses. Tragically, one of these incidents resulted in the death of an adult male. Following an intensive investigation, authorities identified a primary source of the narcotics believed to be laced with fentanyl.
The investigation and search warrant evidence gathered through interviews and digital forensics led investigators to a residence located at 609 Crandall Avenue in Rayne. At approximately 3:00 AM on February 24, 2026, the Rayne Police Department executed a search warrant at the property.
During the search, officers recovered the following items:
Quantities of Methamphetamine and Co***ne
A 9mm firearm and ammunition.
Digital scales and packaging materials consistent with the distribution of illegal narcotics.
Various items of drug paraphernalia.
Officers also noted that the residence was in extremely poor condition, with controlled substances stored in a manner that was easily accessible to children present in the home.
Junior Anthony Roy Jr., of Rayne, was taken into custody without incident. Based on the evidence that the narcotics distributed by Roy led to a fatal overdose, he has been charged with the following:
Second-Degree Murder (LA R.S. 14:30.1)
Possession with Intent to Distribute Methamphetamine (LA R.S. 40:967A)
Possession with Intent to Distribute Co***ne (LA R.S. 40:967C)
Illegal Carrying of a Weapon in the Presence of a CDS (LA R.S. 14:95E)
Cruelty to Juveniles (LA R.S. 14:93)
Possession of Drug Paraphernalia (LA R.S. 40:1023C)
Chief Carroll Stelly said, "The Rayne Police Department remains committed to removing dangerous drugs and those who distribute them from our streets. The inclusion of fentanyl in street drugs is a deadly epidemic, and we will use every legal tool available—including murder charges—to hold those responsible for loss of life in our community accountable."
Mr. Roy was transported to the Rayne Police Department for processing and is currently awaiting bond.

Following an independent financial review, the Rayne Police Department has arrested a city employee in connection with suspected theft and records manipulation. The investigation was initiated after Thibodeaux Accounting Company, LLC, the city’s independent CPA firm, flagged irregularities and referred a criminal complaint to the Rayne Police Department.
Dylan Kane Menard, 23, of Rayne, was arrested on January 16, 2026. Menard served as the Utility Billing Coordinatorfor the City of Rayne. He faces the following felony charges:
• Malfeasance in Office (La. R.S. 14:134)
• Injuring Public Records (La. R.S. 14:132)
• Theft ($1,000 – $5,000) (La. R.S. 14:67)
The investigation alleges that between May 2022 and January 2026, Menard manipulated meter readings within the city’s billing system to misappropriate approximately 30,653 kWh of electricity and 27,000 gallons of water and sewage services on his account.
An arrest warrant was signed by District Judge Scott Privat of the 15th Judicial District Court. Bond has been set at $20,000

On December 22, 2025, Chief Carroll Stelly hosted a pinning ceremony at the Rayne Police Department Training Center to recognize recent achievements within the department. Officer Andrew Ellis was formally issued his badge and insignia after successfully completing the 16-week academy at the Acadiana Law Enforcement Training Academy (ALETA). During the ceremony, Officer Glynn Johnson and Marvin Martin were promoted to the rank of Sergeant, and Sgt. Joey Thibodeaux was promoted to the rank of Lieutenant. Family members, friends, and fellow officers were in attendance to celebrate these significant milestones in service and leadership.
Chief Stelly closed the ceremony by saying, “These promotions and accomplishments reflect the dedication, sacrifice, and commitment these officers have shown to this department and to the citizens of Rayne. I’m proud of each of them and confident they will continue to serve with integrity and professionalism.”
