FOR IMMEDIATE RELEASE
RICHLANDS POLICE DEPARTMENT
The Richlands Police Department is aware of a video currently circulating on social media showing one of our officers removing an individual from a vehicle.
The video being circulated does not show the events that led to the officer’s decision to remove the individual from the vehicle. That context is important.
Prior to the portion of the incident captured on video, the individual made aggressive movements toward and in the center console of the vehicle. Based upon the circumstances confronting the officer and the need to maintain control of the situation and ensure officer and public safety, the officer directed the individual to exit the vehicle.
The individual refused to comply with the officer’s lawful direction and physically resisted the officer’s efforts to remove him from the vehicle. The officer then took appropriate action to remove the individual and gain control of the situation.
Virginia law specifically provides that a person who knowingly obstructs a law-enforcement officer in the performance of his duties, or refuses without just cause to cease such obstruction after being directed to do so, may be guilty of a Class 1 misdemeanor under Va. Code § 18.2-460(A).
As Chief of Police, I will always support our officers when they act lawfully, within their training, and in accordance with department policy.
Law enforcement officers are frequently required to make decisions in real time based upon circumstances that may not be apparent to someone watching a few seconds of video. A short video clip cannot, by itself, provide the complete context necessary to judge an officer’s actions.
Our officers have a responsibility to protect the public, protect themselves, and maintain control of situations that present a potential safety concern. They also have a responsibility to act professionally and within the law. Those responsibilities do not disappear simply because someone records the final moments of an encounter.
We remain committed to transparency and accountability. However, we will also make sure our officers are not unfairly judged based upon incomplete information.
Adam Crouse
