Missouri LTAP Welcome to Missouri's Local Technical Assistance Program's page!

Missouri Local Training & Resource Center (MLTRC) is located on the Missouri S&T campus in Rolla, Missouri and is home to the MO-LTAP, MO-RTAP, and Community Resilience Workforce Development Program. We provide workforce and professional development training to local governments, municipalities, and organizations across the state. Missouri Local Technical Assistance Program (Missouri LTAP) operates on funding provided by the Missouri Department of Transportation (MoDOT) and the Federal Highway Administration (FHWA). Missouri LTAP is recognized throughout the state for its training, resources, and programs that it provides to local agencies. These agencies include county road and bridge departments, city public works departments and various other local agencies tasked with constructing and maintaining infrastructure. Rural Transit Assistance Program (RTAP) was initiated in 1986 by the Federal Transit Administration (FTA) to provide resources, training, and technical assistance to rural transit providers. The Missouri RTAP has been at Missouri S&T since April 2012, and helps to promoting safe and effective operations of the rural transit system to effectively utilize public and private resources.‌ We also manage the reimbursement to rural transit providers through the Scholarship Reimbursement Program. Missouri Community Resilience Workforce Development Program is the newest program to join MLTRC and was initiated by a grant through the Ewing Marion Kauffman Foundation out of Kansas City, Missouri. This program is focused on developing training aimed at a variety of demographics to support an inclusive workforce with opportunities for career advancement, which includes pathways to entrepreneurship and business development in underserved communities. The Community Resilience Workforce Development Program will provide a network to local officials, community leaders, investment advocates, businesses, local workforce, and area households.

Teen drivers have a license to practice safe driving habits.

Motor vehicle crashes are the leading cause of death for teens aged 15-18. Teen Driver Safety Week encourages teens and their parents or guardians to talk about traffic laws, driver's education and dangerous driving behaviors. These include alcohol and drug use, not wearing a seat belt, speeding, and driving while drowsy or distracted, especially with other passengers. Teens learn by example so remember to be a good driving role model.

Don't let a deer in the headlights ruin your night.

Watch for wildlife movement on Missouri roadways.

Cooler, longer nights mean deer are on the move. In 2025, Missouri drivers experienced more than 2,800 crashes involving deer, with six deaths and 435 injuries reported, according to the Missouri State Highway Patrol.

Most deer strikes with vehicles occur during October and November between the hours of 6-7 a.m. and 6-9 p.m. An annual report from State Farm ranked Missouri 15th in the country for deer-vehicle collisions last year.

'Tis the (harvest) season: Watch for slow-moving farm vehicles.

In 2025, Missouri had 163 traffic crashes involving farm equipment. With harvest season underway, MoDOT is reminding motorists to share the road and be patient with slow-moving farm vehicles. These large vehicles can be wider than a standard lane width, have large blind spots and often travel at speeds less than 25 mph. Motorists are advised to slow down, allow them extra space and only pass when safe and legal to do so.

New Kingdom City interchange highlights traffic innovation.

The Improve I-70: Columbia to Kingdom City project features an innovative new roundabout design that helps traffic flow more efficiently than the previous signalized interchange. This large, oval roundabout is the first of its kind along I-70 and accommodates semi-trailers traveling through this area. You can find a video about the development of this interchange here and a video guide for navigating the roundabout here.

Keep an eye out for pedestrians as nights get longer.

October is National Pedestrian Safety Month.

According to national statistics, pedestrian fatalities are 76% more likely to occur in the dark than during daylight. As the season changes and there are less hours of sunlight, it's important to stay alert for pedestrians. Whether jogging, walking the dog or escorting a child to the bus stop, everyone is a pedestrian at some point - and it's everyone's responsibility to keep each other safe.
