October 7 Town Council Meeting Recap

A lot is happening in Rutherfordton! From infrastructure investments and public safety to housing and neighborhood improvements, here's a look at some of the highlights from our October Town Council meeting.

Council accepted $8.5 million in Hurricane Helene wastewater recovery funding, including $7.625 million in principal forgiveness. These funds will support pump station improvements, flood protection, and more reliable sewer operations during future storms.

Council also approved financing for our new fire engine, an automatic aid agreement with Green Creek Fire Department, an 18-month extension for The Collective at Fairview housing project, and continued investments in Town facilities and wastewater operations. Traffic calming on Fernwood Drive was also discussed.

We enjoyed updates from the MLK Committee of New Hope, celebrating 38 summer camp graduates and six scholarships, and Rutherford Town Rising, which shared several exciting downtown activities and business initiatives.

There's plenty happening around town this month, including Downtown Ghost Tours on October 16–17 and 23–24, and Trick or Treat on Main on October 31 from 4–6 PM!

Our next Town Council meeting is Wednesday, November 4, at 5:30 PM at Town Hall. Everyone is welcome to attend or follow along on Facebook Live.

UNDERSTANDING RUTHERFORDTON'S BUDGET: YOUR TAX DOLLARS AT WORK
Property taxes matter. We understand that every increase affects households, businesses, and especially residents living on fixed incomes. We also believe taxpayers deserve clear information about what their local government costs, where the money goes, and how those costs are managed. As Rutherfordton prepares to begin its community Action Plan process later this fall, and as Rutherford County approaches its next property revaluation, we want to share some important facts from the Town's adopted FY 2027 budget.

WHERE YOUR TAX DOLLARS GO
Rutherfordton's municipal property tax rate is $0.55 per $100 of assessed property value. Our FY 2027 General Fund budget totals $6.85 million, supporting police and fire protection, streets, sanitation, parks and recreation, library services, community development, and general government operations. Approximately 52% of General Fund expenditures support police and fire services. These are among the most significant responsibilities of municipal government, providing essential services to residents, businesses, and visitors.

PROPERTY TAXES ARE ONLY PART OF THE PICTURE
Current-year municipal property taxes account for approximately 44.3% of the General Fund budget. The Town also relies on sales taxes, separately levied fire district taxes, service fees, other revenues, and budgeted fund balance to support operations.
We continue to pursue state and federal grants to help fund major infrastructure, equipment, and community improvements. This allows the Town to undertake projects with outside funding rather than relying entirely on local tax revenues.

THE COST OF PROVIDING SERVICES IS CHANGING
Just as residents and businesses are experiencing higher costs, local governments face many of the same pressures. For FY 2027, the Town's State Health Plan expenses increased by approximately $204,482. That increase alone represents the equivalent of roughly 3.4 cents on the property tax rate. Energy, fuel, equipment, and other operating expenses have also increased. The Town responded by reducing General Fund capital expenditures by more than 80% compared with the previous budget, while continuing to seek outside funding for major capital needs.

HOW DOES OUR TAX RATE COMPARE?
The accompanying regional comparison provides the municipal property tax rates of nine communities, including Rutherfordton. Our rate of $0.55 is close to the selected-group average of approximately $0.539 per $100 of assessed value.
However, a tax rate by itself cannot explain the full cost or value of municipal services. Every community has different service responsibilities, property values, funding arrangements, and infrastructure needs. Those differences matter when evaluating municipal finances.

LOOKING AHEAD: THE ACTION PLAN AND PROPERTY REVALUATION
Later this fall, Rutherfordton will begin its community Action Plan process, providing opportunities for residents to help identify priorities and guide future decisions about services, infrastructure, and community investments. Rutherford County's upcoming property revaluation is another important process residents should understand. Revaluation updates assessed property values; it does not automatically establish the Town's future tax rate. The Town Council will consider the municipal tax rate separately through its annual budget process. Both processes are opportunities for informed conversations about community priorities, the cost of services, and how Rutherfordton plans for the future.

OUR COMMITMENT
Rutherfordton's FY 2027 General Fund budget is balanced at $6.85 million. Our responsibility is to maintain essential services, manage rising costs, pursue available outside funding, and provide transparent financial information to the community.
We encourage residents to review the graphic to better understand where Town funding comes from, how it is spent, and how Rutherfordton compares within the region.

Tired of high housing costs? Discover the new housing tools live now on your property!

With national housing supply tight and mortgage rates impacting families, the solution to our local housing needs might already be in our own backyards! 🌿

From Planning to Action:

Our Planning Board spent the spring and summer carefully crafting these housing updates, and Town Council officially adopted them in August! Now, these tools are live and ready for you to put to work.

The "Why" Behind Rutherfordton’s Modern Code:

Growth is happening across North Carolina, but top-down mega-developments and out-of-town corporate subdivisions aren't the only way forward. By opening pathways for gentle, organic infill, Rutherfordton is empowering local property owners to build housing that supports local families and strengthens our community from the inside out.

Addressing Common Neighborhood Questions:

🏡 Preserving Town Character: These tools focus on "Missing Middle" housing—like backyard cottages, pocket courts, and townhomes, that match the historic scale, beauty, and architecture of our existing streets.

🚗 Reducing Traffic & Sprawl: Infill development leverages land near core downtown, making neighborhoods more walkable, keeping infrastructure costs low, and protecting rural green spaces from unnecessary sprawl.

👨‍👩‍👧‍👦 Who This Helps: Real local people! It supports aging in place (accessible ADUs for seniors), multigenerational living (keeping adult kids or grandparents close), and starter homes for our local teachers, first responders, and workforce.

Tools Now Live for Landowners:

✨ ADUs: Up to 1,200 sq. ft. for backyard cottages, basement suites, or garage apartments.
✨ Flag Lots: Carve out buildable backyard space behind your main home.
✨ Private Access Drives: Serve up to 8 lots without full public road construction.
✨ NIRO Overlay: Create pocket cottage courts up to 12 units/acre.
✨ RMST Infill: Townhome lot minimums dropped to 1,280 sq. ft. near downtown.

There’s a lot of good growing at Ruff'ton Roots Community Garden , and we hope you’ll help support it.

The volunteers behind our community garden put in hours planting, tending, and harvesting fresh produce for local food pantries and soup kitchens. Their work helps our neighbors get nutritious food and gives people a place to work together, learn, and serve our community. We’re proud to have Ruff’ton Roots here in Rutherfordton.

Their annual Empty Bowls fundraiser is coming up Saturday, November 14, from 5:30–7:30 p.m. This year, it’s moving to a larger space at the First Baptist Church Fellowship Center, 246 N. Main Street.

Expect delicious local food, beautiful local pottery, and an evening with friends and neighbors. Funds raised will support the garden’s 2027 growing season.

If you’ve been looking for a way to support Ruff’ton Roots, this is a great place to start. Bring a friend, enjoy the evening, and help these hardworking volunteers keep growing food for our community.
