Today, the State Water Project relies on a single pathway through the Delta to move water to the California Aqueduct.

The Delta Conveyance Project would add a second pathway – new intakes in the North Delta, connected by tunnel to the existing State Water Project.

Together, the facilities would create a dual conveyance system, giving operators flexibility to move water based on river flows, water quality, and environmental conditions.

As California prepares for potentially significant El Niño conditions, periods of high Sacramento River flows underscore the importance of infrastructure that can capture water when available.

From October 1, 2025 through May 28, 2026, the Delta Conveyance Project could have captured an estimated 585,000 acre-feet of water.

The DCP would add flexibility to the State Water Project, providing another way to move water when river flows are high and operating conditions allow.

The Delta Conveyance Project is a state-of-the-art upgrade to the State Water Project, which serves 27 million Californians.

With two new North Delta intakes and a 45-mile underground tunnel, the DCP will improve flexibility and reliability as California faces sea-level rise, earthquake risk and changing hydrology.

Engineering refinements are improving the Delta Conveyance Project’s constructability, strengthening cost-confidence, and supporting informed decision-making.

Designed with local communities in mind, the Bethany Complex incorporates measures to reduce construction impacts including dedicated haul roads, limited nighttime work, on-site concrete batching to reduce truck trips, and a compact footprint with most facilities located below ground.

The Delta Conveyance Project is being designed with long-term climate resilience in mind.

Facilities will be built to withstand extreme flood events, including future sea level rise, using updated levee criteria standards and the 200-year flood elevation to help safeguard California’s water supply and surrounding communities for generations to come.
