The five-member California State Board of Equalization (BOE) is a publicly elected tax board.

The BOE oversees the assessment practices of the state's 58 county assessors, who are charged with establishing values for over 13 million assessments each year. In addition, the BOE assesses the property of regulated railroads and specific public utilities, and assesses and collects the private railroad car tax; as well as, the assessment of taxes on insurers, and the assessment and collection of excise taxes on the manufacture, importation, and the sale of alcoholic beverages.

California voters approved Proposition 19, which allows the taxable value of a property to stay the same when transferred between parents and children. Rules apply. Including:

🏠 The family home must have been the principal residence of its prior owner.

🏠 The new owner must live in the home as their primary residence within one year of the transfer.

📋 A claim form must be filed to apply for the exclusion.

⌛️ The new owner must file for the Homeowner’s Exemption within one year.

🚜 A family farm must be active with crops or used for livestock.
