California Association of Code Enforcement Officers

June is National Safety Month, an opportunity to recognize the importance of preventing hazards and creating safer environments in the places where people live, work, and gather.

Code Enforcement Professionals support this effort by identifying unsafe property conditions, addressing preventable hazards, educating community members, and promoting compliance with local and state regulations.

Through inspections, education, collaboration, and consistent follow up, code enforcement professionals help protect residents and strengthen communities throughout California.

CACEO recognizes the dedicated professionals whose work contributes to safer properties and healthier communities every day.

👉 The Clean Water Act requires municipalities to effectively prohibit non-stormwater discharges into municipal separate storm sewer systems (MS4s). We all know the phrase "only rain in the drain" 🌧️ but how do we enforce that? What exactly is an illicit discharge or a non-stormwater discharge? Is an illicit discharge illegal? ⚖️

This class 💻 is designed specifically for those personnel whose duties take them into communities where they have the best opportunity to recognize and potentially eliminate illicit discharges, either by stopping it at the source through outreach and education 📖, or by reporting it and otherwise supporting the regulatory authority.

Earlier this week, CACEO and the California Fire Prevention Officers Association Northern California Fire Prevention Officers came together for Bridging Codes: Fire Prevention and Code Enforcement Working Together for Safer Communities. 🤝

The workshop brought professionals from both fields together to discuss vegetation management, nuisance and fire hazard criteria 👨‍🚒, joint inspections and referrals 🏚️, enforcement approaches, and community education.

The discussion reinforced the value of understanding each profession’s authority, sharing expertise, and working collaboratively toward the common goal of protecting people, property, and communities. 👨‍👩‍👧‍👧

CACEO members! We need you to take action TODAY against a bill in the Legislature that would harm our ability to keep communities safe!

SB 1272 is currently in the Assembly Local Government Committee awaiting a hearing TOMORROW - June 17.

This bill would mandate a six month period for corrective action of violations noted by code enforcement for any violation pertaining to building, plumbing, electrical, or other similar structural or zoning issues, that do not create an immediate danger to health or safety, of any ordinance enacted by the local agency. And it would mandate *another* six month extension for showing "good faith effort".

We're opposed to this bill because:

- Existing law already provides due process and time to comply.

- The bill would create a long (up to 12 months) state-mandated delay in corrective enforcement.

- Delays in correcting unsafe and unlawful conditions could result in serious health & safety risks.

- Local agencies will be on the hook for potentially millions in taxpayer money to litigate enforcement related cases.

Call the members of the Assembly Local Government Committee and tell them that as a California code enforcement professional, you want them to OPPOSE SB 1272! If you are in one of the members' districts or key cities, your call will be especially important!

Remember, the bill is coming up for it's hearing TOMORROW so get those calls in as soon as you can!
