The Junior Leagues of California State Public Affairs Committee (CalSPAC) proudly honors the trailblazing women who have shaped history and continue to inspire our Mission. As we celebrate 125 years of advancing women’s leadership, we reflect on generations of Members who have strengthened and reimagined what a powerful community of women can achieve—and we look forward to carrying that legacy forward together.

We are proud to share this momentous recognition from AJLI. CalSPAC received the 2024 AJLI Public Award for their successful co-sponsored policy project that resulted in the passage of Senate Bill (SB) 848 - Reproductive Loss Leave. This legislation provides 5 days of job protected leave following a miscarriage, stillbirth, unsuccessful assisted reproduction, or failed adoption. An employee is also covered under this leave if they are a spouse or domestic partner or are in a co-parenting relationship. This project and its success culminated in the connections and collaboration of diverse stakeholders across the state with multiple Junior League members of various California-based Leagues enacting as catalysts for this change. We are proud of the collaborative strength, dedication and volunteer work that made the passage of SB 848 possible. SB 848 was signed into law on October 10, 2023 and went into effect on January 1, 2024.

Congresswoman Doris Matsui, Junior League of Sacramento Sustainer, has represented the city of Sacramento and the 7th District since 2005. She is committed to strengthening Sacramento’s flood protection, ensuring quality, affordable health care for all, growing our clean energy economy, and promoting innovation and equity in technology. She authored the CHIPS for America Act. She serves as Co-Chair of the bipartisan High-Tech and Spectrum Caucuses, spearheading efforts to address pressing tech issues to increase the accessibility and affordability of communications services.

She has worked tirelessly to improve access to high-quality, affordable, and accessible health care. She was instrumental in crafting the Affordable Care Act. She is an advocate for mental health services, authoring the Telemental Health Care Access Act and the Excellence in Mental Health Act.

She authored the Norman Y. Mineta Japanese American Confinement Education Act - HR 1931, to ensure the stories of the 120,000 incarcerated Japanese American’s (during WWII) were lifted, their perseverance remembered and that we continue to teach this important history. HR 1931 was signed into law last year. Thank you Congresswoman Matsui for your efforts in creating legislation that is helping to build a more just and equitable community.

May is National Foster Care Month. CalSPAC recognizes the importance of supporting foster care initiatives. Our advocacy efforts are targeted to legislation that ensures the health, safety and educational opportunities are equitable for foster children. Together we can raise our voices in creating positive and permanent community change in the lives of foster children.

Child abuse is a global problem that leads to impaired lifelong health consequences, physically, psychologically and sexually. On World Health Day, the Junior Leagues of California State Public Affairs Committee (CalSPAC) stand united, raising awareness, and advocating for child abuse prevention policies that will protect children and families.

We are proud to share our support for Senate Bill 558. SB 558 amends the definition of what is considered “distribution” to cover displays for child sexual abuse material (CSAM) and extends the statute of limitations to file a suit regarding the distribution of CSAM. This will strengthen current policy to grant victims a wider window to file a suit upon discovery of CSAM, and ensure offenders are held accountable for distribution of CSAM. SB 558 was signed into law on October 13, 2023 and went into effect on January 1st.

Since its founding in 1971, CalSPAC has both sponsored and supported numerous pieces of legislation representing the interests of its member Leagues and their community projects to policymakers at the national, state, and local levels. With a 50-year track record of advocacy, its Delegation demonstrates the impactful contributions that shape our communities.
