NAME: Travis W. Barbour
AGE: 39
ADDRESS: Newark, VT

SUMMARY OF INCIDENT:
On May 8th, 2019, at approximately 6:22 pm, Franklin County Sheriff’s dispatch was notified of a fraud in Richford. A deputy made contact with the victim, a 72-year-old male, who advised that there were multiple withdrawals from his bank account from various ATMs in the area that he did not make. The victim said that he had let Travis Barbour stay with him during the time of the transactions.

Deputies followed up with the owners of the ATMs, and obtained surveillance video. Investigation led to the arrest of Barbour on July 12th, 2019 on Main St in Enosburg, VT.

Barbour was issued a citation to appear in Franklin County Superior Court on July 22nd, 2019 at 1:00 pm, for the charges of False Pretenses (7 counts), Petit Larceny, and Financial Exploitation of a Vulnerable Adult.

FRANKLIN COUNTY SHERIFF'S OFFICE PRESS RELEASE

LOCATION OF INCIDENT: First Baptist Church, 30 School St., Richford, VT & All Saints Church 152 Main St., Richford, VT.

SUMMARY OF INCIDENT:
On June 27, 2019 Franklin County Sheriff Deputy Zachary Albarelli responded to a complaint of a burglary at the First Baptist Church located at 30 School St., Richford, VT. Through investigation it was determined that the church had been entered by breaking through a window. Once inside, the suspects discharged a fire extinguisher creating a situation requiring extensive clean up. It was later determined that a number of items to include a clock, a Keurig brand Coffee Maker, Swiss Miss Hot Chocolate and an Air Pot, used to serve coffee, were stolen.

On this same date, Vermont State Police responded to a complaint of a burglary at the All Saints Church 152 Main St., Richford, VT. This church was also vandalized by the discharge of a fire extinguisher, creating a situation requiring extensive clean up.

On July 9, 2019 Franklin County Sheriff Deputies, led by Deputy Zachary Albarelli, executed two court ordered search warrants simultaneously in the village of Richford related to these two burglaries.

As a result of the search warrants, Deputies recovered items that were reported taken from the First Baptist Church.

Deputies arrested Raven Hendrix and Andrew “Drew” Harrison for Burglary. Hendrix and Harrison will be arraigned on 07/10/19 at 11:00 AM to answer two counts each of burglary.

NAME: Joseph Jacobson
AGE: 44

SUMMARY OF INCIDENT:
On 07/04/19 at approximately 7:55 PM, a Deputy from the Franklin County Sheriff's Office conducted a motor vehicle stop on Joseph Jacobson of Fairfax. Jacobson was subsequently arrested and processed for DUI with a BAC of .171 percent. Jacobson was issued a citation to appear at Vermont District Court in St. Albans on 07/22/19 at 1:00 PM.

LOCATION OF INCIDENT: Georgia, Vermont
NAME: Joshua Haselman
AGE: 19

An ongoing investigation into several reports of missing road signs from the Towns of Fairfax and Georgia resulted in the arrest of Joshua Haselman, 19, of Georgia, VT.

Deputies from the Franklin County Sheriff’s Office recovered twenty-six (26) road/street signs from a residence occupied by Haselman. Hasleman and others (charges pending) admitted to taking the signs from the Towns of Fairfax and Georgia between April and May.

Hasleman was cited to appear at Vermont District Court to answer the charge of Larceny. The Franklin County Sheriff’s Office is working with the State Attorney’s Office to determine if additional persons and/or additional charges will be filed.

TYPE OF INCIDENT: DUI, Criminally Suspended Driver’s License, False Information to Law Enforcement, Violation of Court Conditions (8 Counts)

LOCATION OF INCIDENT: Georgia, Vermont
NAME: Katie McWilliams
AGE: 29
ADDRESS: Sheldon, Vermont

SUMMARY OF INCIDENT: On June 15, 2019 at approximately 1840 hours, a Franklin County Sheriff’s Deputy was traveling east on Skunk Hill Road in Georgia. At that time, he observed a vehicle approximately halfway in his lane while traveling around a corner. The vehicle sped off and was later located behind a commercial building on Morse Drive. While speaking with the operator, identified as Katie McWIlliams, the Deputy observed signs of impairment. McWilliams also provided the Deputy a false name for her passenger, Dylan Gazaille.

McWilliams was found to have a criminally suspended driver’s license and was in violation of 8 active pretrial court conditions.

McWilliams later provided a preliminary breath sample with a result of .107% BAC. McWilliams was issued a citation for DUI and lodged at the Chittenden Regional Correctional Facility with a $2,500 bail.

Gazaille also provided a false name for himself and was issued a citation for August 5, 2019 at 1:00 pm for False Information to a Law Enforcement Officer.

NAME: Calvin Hill
AGE: 45
ADDRESS: Milton, Vermont

SUMMARY OF INCIDENT: On June 19, 2019 at approximately 1957 hours, a Franklin County Sheriff’s Deputy stopped a vehicle for an equipment violation on Hibbard Road. While speaking with the operator, who was identified as Calvin Hill, the deputy observed signs of impairment and screened Hill for suspicion of operating under the influence. While detaining Hill, he actively resisted. With the assistance of Milton PD, he was taken into custody and transported to Saint Albans Police Department to be evaluated by a Drug Recognition Expert. Hill was issued a citation for July 22, 2019 at 1:00 pm for DUI-Drug and Resisting Arrest.

TYPE OF INCIDENT: Driving Under the Influence, Leaving the Scene of an Accident, Assault on a Protected Official (EMS)

TIME OF INCIDENT: 1814 Hours
LOCATION OF INCIDENT: Fairfax, Vermont
NAME: Edmund Harris
AGE: 30
ADDRESS: Fairfax, VT

SUMMARY OF INCIDENT: On June 8, 2019 a Deputy Albarelli received a report of a blue Toyota hatchback which was described as being "all over the roadway" on Main Street in the Town of Fairfax. The vehicle ended up hitting a sign and large bush which was located in a residential yard on Huntville Road. Deputy Albarelli later located the vehicle as it passed him traveling on Huntville Road. Deputy Albarelli made contact with the occupants and determined the male passenger, identified as Edmund Harris, 30, of Fairfax, was the original operator of the vehicle. While speaking with Harris, Deputy Albarelli observed signs of impairment. Harris was taken into custody for suspicion of DUI and LSA. While processing Harris, he became uncooperative and combative. While EMS personnel were evaluating Harris, he punched one of the EMS personnel. Harris was transported to the hospital to be treated for his injuries and later lodged at the Northwest Correctional Facility. TIME OF INCIDENT: 1918
LOCATION OF INCIDENT: Gore Rd, Highgate
NAME: Robert Hall
AGE: 66
ADDRESS: Highgate
SUMMARY OF INCIDENT: On 06/03/19, at approximately 1918 hours, Sgt. Miles was stationary on Gore Rd in Highgate monitoring traffic. At this time Sgt Miles observed a White GMC traveling southbound at a high rate of speed. Radar showed a speed of 69 mph in a posted 50 mph zone. Sgt. Miles was able to get the vehicle stopped on Gore Rd by the Highgate School and identified the operator as Robert Hall. Sgt. Miles observed indicators of intoxication and was able to obtain a preliminary breath sample of .175%. Hall was taken into custody and transported to the Sheriff's Office for processing. Hall was later released with a citation to appear in Franklin Superior Court on 06/17/19 at 1:00 pm to answer to the charge of DUI #2.

TYPE OF INCIDENT: Driving Under the Influence, False Information to a Police Officer
OFFICER: Deputy Albarelli
DATE OF INCIDENT: May 22, 2019
TIME OF INCIDENT: 2111 Hours
LOCATION OF INCIDENT: Saint Albans, VT
NAME: Jeremy Noyes
AGE: 40
ADDRESS: Milton, VT
SUMMARY OF INCIDENT: On May 22, 2019 at approximately 2111 hours, a Franklin County Sheriff’s Deputy stopped a vehicle for a speeding violation on Fairfax Road (Route 104) in the Town of Saint Albans. While speaking with the operator, the Deputy observed signs of impairment. The operator, later identified as Jeremy Noyes, 40, of Milton, also gave a false name.
Noyes was screened and provided a breath sample of .185% BAC. Noyes was also found to have an active arrest warrant for Disorderly Conduct, Unlawful Mischief and Violation of Conditions of Release. Noyes was issued a citation for DUI and was subsequently lodged at the Northwestern Correctional Facility on the outstanding warrant.

We have received numerous inquiries related to the reports of dogs being killed in the Town of Sheldon in the past week and thought it made sense to share more broadly that the Sheriff's Office does not currently provide police services to the Town of Sheldon.

Although we share the public's concers with this matter, we have not been involved with the investigation and as such, have no information to share. Please direct any inquiries or comments to the Vermont State Police.
