Breaking Chains is a Battering Intervention and Prevention Program (BIPP) that provides a designated criminal justice response to family violence that is an economical alternative to incarceration and provides an extension of supervision for family violence offenders. Optimally, BIPPs not only enhance the safety of victims and hold batterers accountable for their abusive behaviors, but also challenge ingrained beliefs on patriarchy and entitlement.
