Humanitarian Operations and Engagements:
Operation Unified Response: Provided military support to the international disaster relief efforts in Haiti following the Jan. 12, 2010 earthquake. New Horizons: Humanitarian and civic assistance operations provided to the people of Haiti. Beyond the Horizon: Humanitarian and civic assistance operations provided to the people of Central and South America and the Caribbean. Fuerzas Aliadas Humanitarias: Regionally oriented emergency response exercise with Partner Nation disaster management agencies. Joint and Combined Engagements:
Peace Keeping Operations: Multi-echelon command and control exercises executed at the operational and tactical level. PANAMAX: Operational exercise focused on the defense of the Panama Canal by a Multi-National Task Force. Reintegration:

Flexibility, agility and responsiveness are woven into the fabric of every ARSOUTH mission. In order to meet the continued requirements for Theater Security Cooperation and Contingency Operations, ARSOUTH will work closely with the community of interest for the AOR, including joint, interagency, intergovernmental, and multilateral partner nations. ARSOUTH uses the following enduring priorities to focus efforts to accomplish our mission throughout the AOR:
1) Contingency Readiness – ARSOUTH must sustain individual and collective training capability for immediate transition to contingency operations
2) Primacy of Partnering – ARSOUTH will seek partnership in all regional initiatives
3) Mission Resourcing – ARSOUTH is fiscally disciplined and a responsive steward of resources while meeting prioritized mission requirements
4) Command Responsiveness – ARSOUTH is flexible, agile and responsive to subordinate elements, other components and USSOUTHCOM

As part of the Army’s transformation, U. S. Army North (Fifth Army) and U.S. Army South are aligning under U.S. Army Western Hemisphere Command (USAWHC).
Beginning February 2026, our engagements, exercises and partnerships will be shared through one unified command.
Together, we continue strengthening security and cooperation across the hemisphere.
🇺🇸🤝🇨🇱 Today, U.S. Army South honored Ejército de Chile Col. Cristian Valenzuela, partner nation liaison officer, during an award ceremony recognizing his role in strengthening democratic security and regional cooperation in the Western Hemisphere.
Through close collaboration, Valenzuela helped advance shared readiness, interoperability and trust between our forces in support of a safer, more stable hemisphere.
Maj. Gen. Phil Ryan presided over the ceremony, recognizing his outstanding service and leadership.
We wish him continued success as he returns to Chile. 🫡

Yesterday, former Chief of Staff Col. Osvaldo "Oz" Ortiz retired after a career defined by mentorship, resilience and family sacrifice at U.S. Army South. 👏🎖️

U.S. Army South spread some holiday cheer today at our adopted school, Booker T. Washington Elementary. After weeks of collecting donations, Soldiers delivered more than 300 toys to the school.
Maj. Gen. Phil Ryan kicked off the morning by reading a Christmas story to students before the whole school came in to pick out their toys.
Moments like these remind us that service goes beyond the uniform. 🎁🧸

Yesterday, our annual Turkey Bowl 🏈 brought the formation together for camaraderie, teamwork, and fun, ending in a 21–14 win for the enlisted team! 🫡

U.S. Army South leaders hosted a town hall last Friday to discuss past achievements, current missions, and future operations as part of the Army Transformation Initiative.
Maj. Gen. Phil Ryan and Command Sgt. Maj. Eric Olsen answered questions from Soldiers and Civilians, reinforcing transparency and open communication across the formation.

Western Hemisphere Armies Reaffirm Commitment at Conference of the American Armies Ceremony
Lt. Gen. (P) Joseph Ryan, deputy chief of staff for G-3/5/7, Headquarters, Department of the Army, delivers remarks on behalf of U.S. Army Chief of Staff Gen. Randy George during the closing ceremony of the 36th Cycle of the Conference of the American Armies (CAA) in Mexico City, Nov. 10-14, 2025.
Senior leaders from across the Western Hemisphere gathered Nov. 10–14 for the multilateral forum, hosted by the Mexican Army, to advance regional security cooperation, strengthen interoperability, and reaffirm shared commitments to democracy, freedom and human rights. During the ceremony, the CAA Presidency transferred from Mexico to the Paraguayan Army for the 37th Cycle. Commanders of the American armies in attendance were awarded the Brotherhood of the American Armies Medal.
The U.S. delegation included Lt. Gen. Allan M. Pepin, U.S. Army North commander; Maj. Gen. Philip Ryan, U.S. Army South commander; and Security Cooperation Division leaders who coordinated U.S. participation. Lt. Gen. (P) Ryan congratulated Paraguay’s Gen. Rodríguez as incoming CAA president and emphasized the United States’ continued commitment to security and prosperity in the Western Hemisphere.
