Information Warfare Training Command San Diego (IWTC SD) proudly unveils the Multipurpose Reconfigurable Training System 3D (MRTS-3D). MRTS-3D provides Information Systems Technician (IT) students access to a virtual training environment that mimics hands-on experience with a variety of radio communications equipment. Having already proven successful in Submarine and LCS schoolhouses, it offers a significant and adaptable improvement, ensuring our Journeyman Communicators are “Battle-Ready” on Day 1.

IWTC SD Commanding Officer Samantha F. Scarborough presented two Command Challenge Coins for superior work:
IT1 Charles Hill for assisting in revising the Journeyman Communicators Course (JCC) curriculum to integrate MRTS 3D and his professional delivery of the JCC pilot course. Anonymous student feedback revealed comments such as, “I feel more prepared for my sea tour,” and “MRTS 3D was integrated so well, it surprised me with how much knowledge I gained towards being a part of a new Radio Team.”

IT1 Benjamin Aguilar for supervising the rehabilitation of a secure classroom facility including wall and floor replacements and his dedication to the the Key Management Infrastructure (KMI) Operating Account Manager course revision. His efforts ensured students obtained enhanced familiarity with equipment, processes, and procedures before assuming their critical role as KMI Managers at their ultimate duty stations.

Information Warfare Training Command San Diego is a part of the Center for Information Warfare Training domain which is dedicated to delivering trained information warfare professionals to the Navy and joint services, enabling optimal performance of information warfare across the full spectrum of military operations. MRTS 3D is just one system leveraged to meet the high demands of an adaptable and virtual training environment to keep pace with quickly advancing technologies.

Fresh off the press from IWTC-San Diego

The new JTT-M course completed its pilot convene. The objective of the revised course was to modernize legacy curriculum and align training with current fleet requirements.
The updated program emphasizes hands-on, system-based instruction to ensure Sailors are fully prepared to execute mission-essential tasks in an operational environment while underway.
For the Information Warfare (IW) community, this enhancement directly increases fleet readiness by delivering Sailors who can contribute immediately upon arrival. Graduates are equipped to apply their technical expertise to strengthen early warning capabilities and enhance battlespace awareness across surface, air, and IW domains, ensuring commanders have timely and accurate information to support operational decision-making.

Six students piloted the course and in the process we qualified four Instructors in our N73 department.

Our First Class Association and the Chiefs Mess participated in community relations with the San Diego Food Bank where they built and packaged food boxes that would delivered to the elderly community.
They worked through 32,000 pounds, delivering over 12,000 meals to the community.

From Information Warfare Training Command San Diego Public Affairs

San Diego, CA. – RADM Nowakowski, Deputy Commander of Naval Education Training Command (NETC) met with Sailors during a visit to information Warfare Training Command (IWTC) San Diego on 10 December 2025.
RADM Nowakowski’s visit demonstrated NETC’s ongoing effort to recruit, train, and deliver combat-ready warfighters from "street-to-fleet," and specifically at IWTC SD efforts to transform civilians into information warfare professionals ready to meet the fleet’s needs. During the visit, RADM Nowakowski toured the command’s Team Trainer and staff workspaces to learn about and recognize excellence of IWTC SD Sailors.

RADM Nowakowski presented his challenge coin to CTT1 Malia Griffith, IT1 Charles Roberts, IS2 Bailey Rogers, and ET2 Kayla Shadden for their exceptional efforts, saying, “I deeply appreciate how the staff, students and fleet are continuously collaborating and improving curriculum and processes to ensure IWTC San Diego is providing competent, Battle-Ready Sailors on Day 1 to the fleet in support of our Nation’s full spectrum of operations."

The Sailors at IWTC SD expressed a great appreciation for the visit, with ETCM Cortney Pitts, Senior Enlisted Leader, stating, “small actions taken by our Type Commander to get directly involved in the recognition process, further inspires the team to remain committed to Our Navy and Our Mission.” In his closing remarks, RADM Nowakowski said, “It was a privilege to personally witness how IWTC San Diego continues to earn its impeccable reputation for prioritizing its people, delivering unparalleled training and shaping the future of the information warfare community across the fleet.”

Information Warfare Training Command San Diego (IWTC SD) recognizes their Military Instructors of the Year.

Officer Instructor of the Year: LT. Niebel
Senior Enlisted Instructor of the Year: ISC Jefferson
Instructor of the Year: CTT1 Santos
Junior Instructor of the Year: CTR2 Barraza

LT. Jennifer Niebel commissioned from her hometown in Maryland. She has conducted three operational deployments with Maritime and Expeditionary commands out of Japan and San Diego. LT. Niebel currently leads the Intelligence Department and instructs four courses at IWTC SD. She attributes her Success to “…the dedication and hard work she receives from her sailors every day. They are such a wealth of knowledge and experience that I continuously tap into, to become a better intelligence professional and leader. …”

ISC Porsche Jefferson was raised in Arkansas, Her operational tours include USS Gunston Hall (LSD-44), Airborne Command and Control Squadron 120 (VAW-120), and USS Bataan (LHD-5); additionally she has served at Naval Computer and Telecommunications Area Master Station Atlantic and U.S. Forces-Korea. Chief Jefferson is currently the Maritime-Intel Course Supervisor at IWTC SD. When interviewed on her success, she responded, “I attribute my success to resilience, consistency, and the people who poured into me along the way…My journey is a reflection of discipline, mentorship, and never letting adversity dictate my destination.” ISC was also selected to represent Center for Information Warfare Training (CIWT) in the Navy Education Training Command (NETC) competition.

CTT1 Lily Santos, grew up in Rhode Island and New Hampshire. She enlisted in 2020 and after bootcamp and extensive schooling, arrived at her first command USS Blue Ridge (LCC-19) Forward Deployed Naval Forces – Japan. CTT1 is currently the Course Supervisor of four electronic warfare courses taught at Information Warfare Training Site - Hawaii. Petty Officer Santos stated, “I love being able to teach the waterfront Sailors about the importance of Electronic Warfare and I always make sure to inspire others to do their best and succeed within their careers/future. I always bring positivity and motivation to the classroom environment!”

CTR2 Eileen Barraza hails from Texas. She enlisted in 2020 and after bootcamp and extensive in-rate training arrived onboard USS New Orleans (LPD-18) Forward Deployed Navy Forces – Japan. CTR2 is currently stationed at Information Warfare Training Site Hawaii as a Master Training Specialist and Signals Trainer and Team Trainer. When asked where her motivation comes from, she responded, “Most of my motivation comes from seeing the positive impact my work has on others. Knowing that I’m making a difference, no matter how small, drives me to keep going. The desire to continuously improve and learn new things also fuels my motivation.” She was also selected to represent Center for Information Warfare Training (CIWT) in the Navy Education Training Command (NETC) competition.

IWTC San Diego maintains a great sense of pride in our outstanding Sailors who have clearly gone above and beyond the basic call of instruction and takes great honor in recognizing their hard-work and dedication to their instructional mastery. Their efforts are directly reflected in the exceptional competency demonstrated by Information Warfare Sailors fleet wide.
