Today, San Francisco District Attorney Brooke Jenkins announced that Norris Reed III (36) of Oakland was charged with two counts of attempted murder and multiple felonies in connection to a shooting of Police Officers in the Bayview.
Mr. Reed is scheduled to be arraigned on Wednesday, June 3, 2026, at 1:30 p.m., at the Hall of Justice. The District Attorney’s Office will move to have Mr. Reed held in custody pending trial without bail due to the public safety risk he poses.
Mr. Reed is charged with two counts of attempted murder (PC 664/187), two counts of assault with a semi-automatic firearm on a peace officer (PC 245(d)2)), two counts of shooting from a motor vehicle (PC 26100c), one count of felony reckless evading (VC 2800.2), one count of unlawful possession of ammunition PC 30305(a)(1)), two counts of carrying a loaded firearm with intent to commit a felony (PC 25800a), two counts of carrying a loaded firearm in a vehicle (PC 25850(a)), two counts of felon in possession of a firearm with prior violent conviction (PC 29900(a)(1)), two counts of felon in possession of a firearm (PC 29800(a)(1)), two counts of felon carrying a concealed firearm in a vehicle (PC 24500(a)(1)) and two counts of concealed firearm on convicted person (PC 25400(a)(2)). The criminal complaint also includes multiple allegations including that Mr. Reed discharged a firearm in the commission of these crimes, that he inflicted great bodily injury and that he committed these felonies after suffering a prior strike conviction for kidnapping. Court documents also allege that Mr. Reed was on parole at the time of this incident.
According to court documents, investigators with the San Francisco Police Department’s Real Time Investigation Center received information that a 2021 Gray Toyota, believed to have been used in an armed robbery in Hayward, hit FLOCK cameras on the Bay Bridge and its occupants were also believed to be armed and dangerous. San Francisco Police found the vehicle as they drove northbound near the intersection of Fifth Street and Folsom Street. Police attempted to stop the vehicle near Mission Street and First Streets, exiting their marked patrol vehicle and verbally commanding the driver—later identified as Mr. Reed to stop, roll the window down and drop the keys outside of the car.
Allegedly, Mr. Reed refused to do so and fled northbound on Fremont Street in the vehicle. Three marked patrol vehicles then pursued Mr. Reed and his passenger. Officers activated their lights and sirens as they observed Mr. Reed turn northbound on Fremont Street, driving at speeds of 40 miles per hour. The Toyota continued to travel at speeds of approximately 60 miles per hour until it reached Mariposa Street, eventually winding up on Potrero Avenue driving southbound. The vehicle came to a halt when it collided with the left-side concrete barrier on the Bayshore on-ramp.
Police Officers stopped where Mr. Reed crashed the Toyota, got out of their marked patrol vehicle, and ordered Mr. Reed and his passenger to exit the vehicle at gun point. Allegedly, Mr. Reed opened the driver’s side door and fired multiple rounds at two police officers, striking one in the leg. The officer who was not hit by gunfire immediately ran to render aid and saw Mr. Reed allegedly flee on foot toward a nearby gas station near the intersection of Bayshore Boulevard and Jerrold Avenue.
Officers found Mr. Reed hiding in the Bayshore Navigation Center. Video surveillance footage pulled from the Navigation Center’s cameras captured an unknown person letting Mr. Reed inside the gate of the building where he was subsequently found and taken into custody by San Franciso Police. Police recovered two loaded fi****ms from Mr. Reed —a G***k .40 caliber semi-automatic pistol and a P80 “Ghost Gun.” Officers also located two extended magazines in the Toyota.

San Francisco District Attorney Brooke Jenkins announced today that her office secured a conviction of Chi Chung Stephen Cho (37), after a trial by jury for driving under the influence on the Bay Bridge westbound near Yerba Buena Tunnel. Mr. Cho was convicted of driving under the influence of alcohol (VC 23152(a)) and driving with a blood alcohol concentration (BAC) of 0.08% or greater (VC 23152(b)).
“The jury’s verdict holds Mr. Cho accountable for his crimes and sends a message that driving under the influence will not be tolerated,” said District Attorney Brooke Jenkins. “This case should serve as a stark warning to others of the risk that they put themselves and others in when they choose to drive under the influence. My office will continue to do everything we can to protect the public and our roads from those who engage in this very dangerous behavior.”
According to testimony and other evidence presented at trial, on October 5, 2025, at approximately 4:48 a.m., Mr. Cho crashed his vehicle into the side of the Yerba Buena tunnel on I-80 westbound. California Highway Patrol Officers quickly responded, slowing down traffic to safely remove the disabled vehicle and Mr. Cho from the tunnel. Upon moving Mr. Cho to a safe location off of the highway, officers immediately noticed objective signs of intoxication. Officers conducted a DUI investigation and placed Mr. Cho under arrest for driving under the influence of alcohol. A chemical breath test at 5:02 a.m., measured a .133% BAC. Retrograde analysis estimated that Mr. Cho's BAC at the time of driving was between .144%-.160%, which is two times the legal limit.
The case against Mr. Cho was successfully prosecuted by Assistant District Attorney Shauna Kashyap with assistance from paralegal Nohemi Torres and IT support from Ada Yu. Prosecutors were able to develop a strong case against Mr. Cho based on the California Highway Patrol’s thorough investigation and assistance.
“It is a miracle that this horrific collision did not result in even more serious injuries or loss of life,” said Assistant District Attorney Shauna Kashyap. “The San Francisco District Attorney’s Office remains committed to protecting our communities by holding impaired drivers accountable and working to prevent the devastating consequences of reckless and entirely preventable conduct.”
The San Francisco District Attorney’s Office takes all driving under the influence cases seriously and seeks to hold offenders accountable in all cases. For the most serious DUI felony cases, the office established a Felony DUI Vertical Prosecution Unit with a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

San Francisco District Attorney Brooke Jenkins announced today that her office secured a conviction of Roberto Lopez (31), after a trial by jury for assaulting a woman in the Inner Sunset. Mr. Lopez was convicted of assault with a deadly weapon, not a firearm (PC 245(a)(1)) and aggravated battery with serious bodily injury (PC 243(d)). The jury also found true allegations that Mr. Lopez personally caused great bodily injury (PC 12022.7(a)) and that he personally used a deadly and dangerous weapon during the commission of the battery (PC 12022(b)(1)).
“The jury’s verdict holds Mr. Lopez accountable for this unprovoked attack,” said District Attorney Brooke Jenkins. “There is no place for senseless violence in our community like this and my office will continue to do everything we can to protect public safety and fight for justice in the courtroom. I hope this verdict brings the victim some measure of closure as they work to heal from this traumatic incident.”
According to the testimony and evidence presented at trial, at 10:18 p.m., on July 15, 2023, Mr. Lopez walked past the victim on the 1200 block of Funston Avenue, approached her, and without provocation, slashed her on the left side of her neck with a knife. Mr. Lopez was detained by San Francisco Police four blocks away at 10:34 p.m. The knife used in the attack was found on the path that Mr. Lopez had walked as he fled the scene. The victim was transported to San Francisco General Hospital for treatment where she received sixteen stitches for the injury that Mr. Lopez caused.
The case against Mr. Lopez was successfully prosecuted by Assistant District Attorney Pearl Tan with assistance from paralegal Josh Nickchen, the subpoena unit and Victim Advocate Ahmir Scruggs who worked with the victim at trial. Prosecutors were able to develop a strong case against Mr. Lopez based on the work of officers from the San Francisco Police Department’s Taraval Station and Night Investigations Unit.
“I want to thank the jury for their attention to the evidence in this case and for delivering a verdict that provides closure for the victim,” said Assistant District Attorney Pearl Tan.
Mr. Lopez is currently in custody. Sentencing is scheduled for June 25, 2026.

Today, San Francisco District Attorney Brooke Jenkins announced that Philippe Chagniot (68) was charged with murder in connection to a fatal shooting in the Outer Sunset. Mr. Chagniot is scheduled to be arraigned on May 29, 2026, at 1:30 p.m. in the Hall of Justice.
Mr. Chagniot is charged with murder (PC 187(a)), with an allegation that he used a firearm in the commission of the murder (PC 12022.53(d) and a special circumstance allegation of lying in wait (PC 190.2(a)(15)). He is also charged with assault with an automatic firearm (PC 245(a)(3)), arson (PC 451(d)), possession of an automatic firearm (PC 32625), possession of a silencer (PC 33410), and possession of a high-capacity magazine (PC 32310).
The District Attorney’s Office will move to have Mr. Chagniot detained pending trial without bail due to the public safety risk he poses.
According to court documents, on May 17, 2026, Mr. Chagniot allegedly disguised in dark clothing and a mask, approached the victim’s residence on a bicycle at approximately 5:09 a.m. SFPD Officers recovered surveillance of the incident which showed Mr. Chagniot allegedly spray-paint various surveillance cameras in the area before lighting a fire on top of a car in front of the victim’s home. Mr. Chagniot then allegedly hid off to the side. The victim came out of his house with a shovel and tried to remove the burning materials from the car. While the victim dealt with the fire, Mr. Chagniot allegedly approached the victim from behind with a silenced and fully automatic Mac-10 firearm and shot the victim in the back. Once the victim fell to the ground, Mr. Chagniot allegedly stood over him and fired again, killing him. Mr. Chagniot is then seen on the surveillance video, allegedly, casually biking away after murdering the victim.
SFPD Officers utilized nearby surveillance and FLOCK cameras and located Mr. Chagniot on his bicycle and then in a vehicle and tracked his movement, leading from his house to the victim’s house, both before and after the crime.

San Francisco District Attorney Brooke Jenkins announced today that her office secured a conviction of David Wallace (36), after a trial by jury for a violent robbery in SOMA. Mr. Wallace was convicted of robbery (PC 211). The jury also found true allegations that Mr. Wallace had been previously convicted of a strike eligible offense, that he had suffered numerous prior felony convictions, had previously served terms in state prison and that he was on parole at the time this incident occurred.
“I would like to thank the jury for their service in this trial,” said District Attorney Brooke Jenkins. “My office will continue to do everything we can to hold those who break our laws accountable and protect the safety of residents, workers and visitors who should be able to enjoy our city without fear of being robbed or beaten.”
According to evidence and other testimony presented at trial, on October 29, 2025, at approximately 8:00 p.m., Mr. Wallace, along with two other men, confronted and robbed the victim outside of a corner store located at Fifth Street and Shipley Street. As the victim left the store he was attacked by Mr. Wallace and the two men. Mr. Wallace threw the victim to the ground, punched him repeatedly, rifled through his pockets, and stomped him as the victim lay on the ground, trying to protect his head. After the attack was over, the victim realized that Mr. Wallace and the two men had taken his wallet and other property he had with him.
The case against Mr. Wallace was successfully prosecuted by Assistant District Attorney Henry Gage III, with assistance from paralegal Rayna Braun. Victim Advocate Brittany Weeks-Binel worked closely with the victim and provided invaluable assistance. Prosecutors were able to develop a strong case against Mr. Wallace based on outstanding police work from the San Francisco Police Department’s Robbery Detail, Tenderloin Station Patrol Units and Oakland Police Department Investigators.
Mr. Wallace is currently in custody. Sentencing is scheduled for June 17, 2026.

San Francisco District Attorney Brooke Jenkins announced today that her office secured a conviction of Ralph Mueller (67), after a trial by jury for assaulting a man following a traffic incident on 13th Street and Van Ness Avenue. Mr. Mueller was convicted of assault with a deadly weapon, not a firearm (PC 245(a)(1)) with an allegation that he personally used a dangerous and deadly weapon in the commission of the assault found true (PC 969f), and one count of hit and run (VC 20002(a)).
“I would like to thank the jury for their service on this trial,” said District Attorney Brooke Jenkins. “The jury’s verdict holds Mr. Mueller accountable and sends a message that this behavior will not be tolerated.”
According to the testimony and evidence presented at trial, on the morning of November 22, 2025, Mr. Mueller crashed into a vehicle driven by the victim near 13th Street and Van Ness Avenue. Mr. Mueller left the scene of the accident and continued driving, while the victim followed behind him. The cars came to a stop at a red light. An interaction ensued where Mr. Mueller pulled out a pocketknife and swung it at the victim, cutting the victim's chin.
The case against Mr. Mueller was successfully prosecuted by Assistant District Attorney Warren Henderson with assistance from paralegals Daniel La and Andres Ruano-Hernandez and Victim Advocate Cody Martinez. Prosecutors were able to develop a strong case against Mr. Mueller based on the work of the San Francisco Police Department.
“I would like to thank the jury for their thoughtful consideration of the evidence and holding Mr. Mueller accountable,” Assistant District Attorney Warren Hendeson. “I would like to thank the victims for availing themselves to this process. It’s incredibly difficult to relive traumatic experiences on the witness stand. They showed courage and resilience to obtain justice in this case.”
Mr. Mueller is currently out of custody. Sentencing is scheduled for June 25, 2026.
