Congratulations to District 7’s Library Volunteers!
San Jose Public Library celebrated Volunteer Appreciation Week (April 19-25). Join us in congratulating Ethan Nguyen from the Seven Trees Branch Library and Hai Tran from the Tully Community Branch Library, who have been recognized by the San Jose Public Library as Volunteers of the Year at their respective library locations.

For the past two years, Ethan has been leading or assisting with dozens of programs, events, and projects. His reliability and dedication to the community is truly unmatched. By mentoring children in our STEM and technology programs, Ethan has helped bridge the digital divide, teaching essential skills like coding and robotics. His commitment and consistent support have significantly enhanced our library’s offerings.
Hai Tran
Tully Community Branch Library
Hai Tran began volunteering at the Tully Community Branch Library in January 2024 and has since dedicated more than 150 hours to serving his local community. As both a Citizenship Class Instructor and an ESL (English as a Second Language) Instructor, he has played an important role in supporting adult learners on their educational journeys. Through his patience, dedication, and thoughtful instruction, Hai has helped many adult students build essential language and literacy skills. His efforts have empowered learners not only to pursue U.S. citizenship but also to better navigate and connect with their local community. Thanks to his continued commitment, adult patrons, particularly within the Vietnamese American community, have come to view the Tully Community Branch Library as a trusted and valuable resource for learning English, gaining civic knowledge, and developing the confidence needed to take the next step toward citizenship.

This past Tuesday at Council, I brought forward a memo supporting not just SJPD, but also our firefighters and teachers. I’m disappointed that my colleagues chose not to consider it. As a retired Fire Captain, I know firsthand how important it is to advocate for all our first responders, and for the educators who serve our community every day.
San Jose’s affordability crisis is impacting all of our essential workers, not just one group. When police officers, firefighters, and public school teachers are priced out of the city they serve, the consequences are real: longer response times, staffing shortages, burnout, and instability in our schools.
Our police department is facing serious staffing challenges, and that must be addressed, but so are our fire services and our classrooms. Teachers are leaving the communities they serve, class sizes are growing, schools are closing, and students are losing continuity. Firefighters, like officers, are being pushed further away from the city, affecting readiness and response.
Just as important, this well-intentioned proposal has limited real-world impact for first responders with only a very small number, if any, who would even qualify for this preference based on the current AMI thresholds.
All public sector workers remain eligible to apply under the program, and I hope firefighters and teachers will take the opportunity to apply, even without the added preference.

We did it.
Today, our proposal for a Vietnamese Heritage emoji has officially been submitted to Unicode. This wasn’t just a document. It was months of work, community outreach, and the voices of thousands of Vietnamese diaspora members who believe our identity deserves to be represented in the digital world.
This effort was led by my office, together with community members who came together to make this possible.
Over 4,800 supporters stood behind this idea. That number is more than just data, it reflects a shared story, a shared history, and a shared identity.
Now, we wait. Whether Unicode accepts it or not, one thing is already clear: our community showed up. And that matters.
