Jack Devlin and the San Rafael Fire Foundation helped the San Rafael Fire Department build the water rescue capability needed to protect twenty miles of Bay shoreline stretching to the middle of San Pablo Bay.
The Foundation's first acquisition was FB Confidence, a smaller craft sourced from a fire department in Friday Harbor, Washington. It filled the immediate gap before eventually being sold to the Berkeley Fire Department as the Foundation set its sights on something more capable.
The decision to pursue Fireboat San Rafael was made carefully. Jack traveled to Bellingham, Washington with retired Chief Chris Gray to participate in sea trials before any commitment was made — a full day evaluating whether the vessel was right for the department.
"Chief Gray helped explain in detail why this was so important to SRFD," Jack says. "It was a long but productive day."
Today, Fireboat San Rafael is more than a marine asset. Its ability to deliver water to shore-side emergencies makes it a critical tool in land-based disaster response — a capability the department previously didn’t have.
"Water incidents are low frequency, high severity," Jack says. "Now we're ready."

He wasn't recruited. He volunteered.
In 2014, members of the Fire Commission approached Jack Devlin's wife, Kathy — who had served on the Fire Commission for fifteen years — to help lead a new nonprofit. She passed. Jack raised his hand.
It wasn't an impulsive decision. Jack had spent nine years on San Rafael's Budget Oversight Committee, working alongside city managers and council members on the annual budget. He had a deeper understanding of San Rafael's financial position than most residents ever would — and he knew the fire department needed more than the city could provide on its own.
"We began with no assets and no presence in the community," he says. "Building a compelling message and getting it out to the public was the biggest challenge."
Ten years later, Jack remains connected to the Foundation he helped build — now supporting a new generation of leadership in carrying that mission forward.
This is where it started.
