The Santa Cruz Police Department has designated a Safety Enhancement Zone for the entire city of Santa Cruz for Halloween 2026. The Safety Enhancement Zone begins on Friday, Oct. 30th at 8 a.m. to Monday Nov 1st at 8 a.m.

The Safety Enhancement Zone aims to prevent significant illegal behavior throughout the city during the Halloween holiday. The Safety Enhancement Zone designation authorizes the tripling of fees for violations of the City’s municipal code, such as littering, blocking pedestrian or vehicular traffic, and public alcohol consumption.

In addition to the Triple Fines, the Safety Enhancement Zone will also dictate road closures and No Parking zones in the Downtown footprint beginning on Saturday Oct. 31st at 8 a.m. and concluded by Sunday Nov 1st 8 a.m. Signage will be posted at the respective locations.

The police department will utilize over 100 uniformed police officers from the Santa Cruz Police Department and neighboring agencies to staff the event.

Annually, Halloween draws large crowds downtown during the evening and late night. In addition to the additional officers, there will be increased lighting and portable restrooms throughout the downtown corridor.

Last week, our Citizen’s Police Academy had the chance to learn from our K-9 team. The K-9 officers gave an informational briefing on the team's responsibilities and led a K-9 demonstration.

The Citizen’s Police Academy gives participants a look inside the Department's day-to-day operations. Community members learn about SCPD and local policing, fi****ms training, gang awareness, patrol functions, K-9 functions, criminal investigations, narcotics, dispatch, traffic law, and more.
