Driver arrested for DWI with 3-year-old in vehicle

On October 17, 2026, at approximately 1930 hours, an NMSP officer conducted a traffic stop on northbound Interstate 25 near milepost 252 after observing a vehicle traveling 96 MPH in a posted 75 MPH zone and failing to maintain its lane of travel.

What began as a traffic stop quickly developed into a DWI investigation. The driver, identified as Dominique Smith (33), was arrested after showing signs of impairment and later provided two breath samples, both of which indicated an alcohol concentration above the legal limit.

Most alarming was the presence of a 3-year-old child inside the vehicle. At just three years old, this child was placed in an extremely dangerous situation by the very person responsible for their safety.

Through the officer's vigilance and initiative, a highly intoxicated driver was removed from our roadways, and a young child was protected from a situation that could have ended in tragedy.

Smith was charged with Aggravated DWI, DWI with a minor in the vehicle, Open Container violations, Speeding, and other traffic violations.

NMSP investigation leads to juvenile arrest in connection with multiple shootings

On September 4, 2026, an NMSP officer observed a Nissan Altima in Eddy County on US Highway 285 driving above the posted speed limit. The officer conducted a traffic stop on the Altima after it pulled up to a residence on Mockingbird Lane.

The driver was identified as Jedidziah Juarez (16).
During the traffic stop, Juarez initially refused to get out of the vehicle and was giving conflicting information about who lived at the residence and whose vehicle he was driving.

During the investigation, the officer obtained a search warrant for the vehicle, resulting in the seizure of three fi****ms, am******on, suspected narcotics intended for distribution, and drug paraphernalia.

Ballistics testing revealed that one of the seized fi****ms was connected to two shootings in Roswell.

The NMSP officer subsequently obtained an arrest warrant for the juvenile, including fi***rm related and trafficking charges.
NMSP's Fugitive Apprehension Unit (FAU) in Roswell was notified of the active warrant and learned the juvenile was also under investigation by the Artesia Police Department in connection with a shooting in the Artesia area.

On October 13, 2026, FAU agents successfully located and arrested the juvenile for the following charges:

1 count of unlawful carrying of a handgun by a person under the age of 19
2 counts of unlawful carrying of a deadly weapon
1 count of possession of a controlled substance by a minor
1 count of trafficking (by distribution)

This investigation highlights the importance of proactive police work, ballistic evidence, and interagency collaboration in identifying connections between fi****ms and violent crimes.

Last night, New Mexico State Police recruits participated in an active DWI checkpoint as part of their DWI block of instruction.

This hands-on experience gave recruits valuable insight into DWI enforcement and the critical role officers play in keeping impaired drivers off our roadways.

Impaired driving is preventable, and effective enforcement saves lives. By preparing our future officers to recognize and respond to impaired driving, we're strengthening our commitment to preventing crashes, protecting families, and making our communities safer.

NMSP Investigates OIS involving the Hobbs Police Department

Hobbs, New Mexico- – On October 15, 2026, an officer-involved shooting occurred near North Thorp Street and West Alston Street in Hobbs, New Mexico, involving a Hobbs Police Department (HPD) officer. At the request of the Hobbs Police Department, the New Mexico State Police Investigations Bureau is conducting an independent investigation into the incident.

Initial information indicates that at approximately 12:59 a.m., an HPD officer encountered Saul Licon, 40, riding a bicycle. For reasons that are currently unknown, the officer attempted to stop Licon. Licon then fled on the bicycle, traveling through several streets before entering an alleyway.

After entering the alleyway, Licon dismounted the bicycle and attempted to flee on foot. The HPD officer exited the patrol vehicle and ordered Licon to stop. Licon did not comply, and a struggle ensued during which the officer discharged a department-issued handgun, striking Licon.

Immediately after the shooting, officers rendered aid and requested emergency medical services. Licon was transported to a local hospital, where he was later pronounced deceased.

A fi***rm was recovered at the scene. The circumstances surrounding this evidence are part of the ongoing investigation.

Investigators determined that Licon had three active arrest warrants for aggravated assault on a peace officer, battery upon a peace officer, possession of a fi***rm or destructive device by a felon, and narcotics-related offenses.

The officer will not be identified by the New Mexico State Police. Questions regarding the officer’s duty status or any administrative action should be directed to the Hobbs Police Department.

The New Mexico State Police Investigations Bureau is actively investigating the incident. Once the investigation is complete, all findings will be submitted to the District Attorney’s Office for review and determination regarding the officer’s actions.
