It is with great sadness that I must inform District 7 members of the passing today of Commodore Jay Dahlgren (Ret.). Jay was a legend in District 7 and was the Master of Ceremonies at the District 7 Training Conference for many years.
Arrangements will be forwarded as soon as they become known. Please keep Jay and his family in your thoughts and prayers.

This year is the 100th Anniversary of the establishment of the Chief Petty Officer. As we come to the end of 2020, I would like to highlight some of the great Chiefs serving today and share some of their stories and insights.
"During the Don't Ask, Don't Tell era, I struggled daily with choosing the Coast Guard or sharing my life with someone I love. I served eight years under that policy, if anyone even suspected, that was all that was needed for a discharge. Now that it has been repealed, I get to be the leader I always wanted to be. I am a Chief, Machinery Technician, Alaska Native, female, and part of the LGBT community. I wear all those hats with pride. I've been with the Coast Guard for 19 years, been with my wife for 16 of those years. This experience has allowed me to be more empathetic and fight for causes that don't necessarily directly affect me. People fought for me to be free, I pay it forward by being a champion for others who don't have a voice."

Today we celebrate the life and legacy of Coast Guard WWII hero, Signalman 1st Class Douglas Munro.
Munro was killed while positioning his boat to shield and draw gunfire so that more than 500 marines, who were rescued from the beach, could get to safety. His final words were "Did they get off?"
Munro received the Medal of Honor, nation’s highest military award posthumously for his heroic actions at Point Cruz, Guadalcanal, Sept. 27, 1942.

Subj: CHANGE TO AUXILIARY CHAPLAIN BALL CAP INSIGNIA
1. The Vice Commandant of the Coast Guard, Admiral Charles Ray, recently approved Coast Guard chaplains to wear their Chaplain Corps identification insignia on their ball caps in lieu of their military rank insignia. This change helps clearly identify chaplains even when they are wearing uniform pieces that normally cover their chaplain insignia, such as a parka or life jacket.
2. Section 4.A.4 of the Uniform Regulations (Commandant Instruction Manual 1020.6 (series)) addresses Coast Guard standard and unit ball caps, and is changed to read as follows:
“The insignia worn on the ball cap will be the standard metal collar insignia, with the exception of Chaplains serving with the Coast Guard who are authorized to wear their Chaplain Corps identification insignia. All insignia will be centered on the front of the cap so as to not interfere with the lettering. Standard Ball Cap - Centered between the lettering and the bill of the cap. Unit Ball Cap - Centered between the lettering above and lettering below.”
3. Accordingly, Auxiliarists who are designated Auxiliary chaplains by the Chaplain of the Coast Guard in accordance with the Auxiliary Chaplain Support (ACS) Program (Commandant Instruction 1730.5 (series)) are authorized to wear their Chaplain Corps identification insignia on the Auxiliary ball cap and the Coast Guard unit ball cap (if authorized) when assigned to duty in ACS activities. Placement of such identification insignia on each type of ball cap shall be consistent with the description above in section 4.A.4. of the Uniform Regulations. When not assigned to duty in ACS activities, their normal Auxiliary office or membership insignia shall be worn.
4. This change is effective immediately and will be incorporated into the next change to the Auxiliary Manual (Commandant Instruction Manual 16790.1 (series)).
5. Internet release is authorized.
