When to Report Door-to-Door Soliciting in South Russell

Under Chapter 830 of the South Russell Codified Ordinances, the Village enforces strict rules regarding door-to-door sales, peddling, and soliciting to protect residents' privacy and security. Knowing these regulations helps you recognize when a solicitor is operating unlawfully and when it is appropriate to call the police.

When the Solicitor Lacks a Village Permit

By law, any person peddling, vending, soliciting, or requesting contributions must obtain a permit from the Village and carry it with the official do-not-solicit list (Section 830.03). See example of a solicitor permit on this page.

When to Report: If a visitor cannot or refuses to show a valid South Russell permit upon request. (Note: Traditional political/religious canvassing and minors under 18 are generally exempt from licensing fees under Section 830.08, but they still must follow hour and property rules.)

When Solicitors Violate Permitted Hours

The Rules: Under Section 830.11, all peddling, vending, soliciting, and canvassing are restricted exclusively to the hours between 9:00 a.m. and 7:30 p.m.

When to Report: If someone knocks on your door outside of these permitted hours.

When Solicitors Ignore "No Soliciting" Signs or the Do-Not-Solicit List

The Rules: Under Section 830.12, entering a property listed on the Village’s municipal Do-Not-Solicit List or a home displaying a clear "NO SOLICITORS" sign is strictly prohibited without an explicit invitation.

When to Report: If a solicitor ignores your posted signage or contacts you despite your residence being registered on the Village's Do-Not-Solicit list.

What to Do

If you witness a violation, do not engage in a confrontation. Note the solicitor's description, direction of travel, and any vehicle details, then contact the South Russell Police Department immediately to investigate.

E-Bikes, Mini Bikes, and Dirt Bikes:
With warmer weather arriving, complaints are on the rise as riders are taking to the roads and neighborhoods with E-Bikes, Mini Bikes, and Dirt Bikes. Unfortunately, many people are unaware of the laws governing electric bicycles, mini bikes, and dirt bikes. Understanding the differences can help riders stay safe, avoid citations, and protect the reputation of the riding community.

E-BIKES: GENERALLY LEGAL ON ROADS
Ohio recognizes electric bicycles as a distinct category of vehicle. E-bikes are generally permitted on public roads and bike facilities where traditional bicycles are allowed, provided riders obey traffic laws.

Ohio recognizes three classes of e-bikes:
• Class 1: Pedal-assist only, up to 20 mph
• Class 2: Throttle-assisted, up to 20 mph
• Class 3: Pedal-assist, up to 28 mph
o You must wear a helmet and be at least 16 years of age to operate a Class 3 E-Bike.

When riding an e-bike on public roadways, operators must follow the same rules that apply to bicycles, including obeying traffic signals, yielding when required, and riding responsibly. Local governments and park authorities may impose additional restrictions on certain paths and trails.

MINI BIKES: NOT STREET LEGAL BY DEFAULT
One of the most common misconceptions is that a person can ride a mini bike on neighborhood streets simply because it has an engine and wheels. In Ohio, that is generally not true. Mini bikes, electric or gas operated, are typically classified as off-road or multi-purpose vehicles and are not legal for use on public roads. Simply owning a mini bike does not give a rider the right to operate it on city streets, county roads, or state highways.
To be operated legally on public roads, a vehicle must meet applicable equipment, registration, titling, and roadway requirements. Most mini bikes sold online or through retail stores do not meet those standards.

DIRT BIKES: FOR OFF-ROAD USE
Most dirt bikes are designed for off-road riding and are not legal for operation on public streets or highways. Riding a dirt bike on public roads can result in citations, vehicle impoundment, and other penalties. A dirt bike may only be operated on public roads if it has been properly converted, titled, registered, insured where required, and equipped to meet Ohio's roadway standards. Most motocross and trail bikes are not equipped for legal street use when purchased.

WHERE CAN YOU RIDE?
Legal locations generally include:
✓ Private property with permission
✓ Designated off-road riding areas
✓ Authorized trails and parks
✓ Certain areas specifically designated for off-road vehicle use
Not legal in most circumstances:
✗ Public streets and highways (mini bikes and dirt bikes)
✗ Sidewalks where prohibited
✗ Private property without permission
✗ Parks, trails, or public lands where motorized vehicles are prohibited

RIDE RESPONSIBLY
Excessive speed, reckless operation, trespassing, and illegal street riding create safety concerns and can lead to stricter enforcement.
Before riding, make sure you understand the laws that apply to your specific vehicle. An electric bicycle, mini bike, and dirt bike may look similar to some observers, but Ohio law treats them very differently.

Stay safe, wear proper protective gear, respect private property, and know where you can legally ride.
