WARD 6 UPDATE — PROPOSED CIRCLE K AT 2601 OLD MUEGGE ROAD

On October 12, the Board of Adjustment unanimously denied the applicant’s request to reduce the required 25-foot landscaped greenbelt to 15 feet. Residents submitted approximately 40–50 letters opposing the proposal.

The applicant has now requested that the Conditional Use Permit and Site Plan applications be postponed from the October 19 Planning & Zoning meeting to November 9, allowing additional time to revise the site plan.

As always, I appreciate businesses wanting to invest in St. Charles, especially Ward 6. My job is to take every application seriously, do my research, listen to residents and use a common-sense approach.

For years, residents have raised concerns about congestion, increased traffic and speeding on Muegge Road, along with growing cut-through traffic on Old Muegge. Having lived off Muegge and regularly traveled through Brighton Park, Oxford Estates, Oxford Crossing and surrounding neighborhoods, I know these traffic patterns firsthand.

Any development that could bring significant additional traffic to this area deserves close review. The variance denial was one step in the process; it was not a final decision on the entire proposal.

Thank you to everyone who shared concerns and participated. Your input matters, and I will continue to keep Ward 6 residents informed as this moves forward.

WARD 6 UPDATE — PROPOSED GAS STATION AT 2601 OLD MUEGGE ROAD

The proposed gas station and convenience store is back before the Board of Adjustment tonight, October 12, for consideration of the requested landscaping variance.

Here is where things stand:

▪️ City staff is recommending against approval of the variance.

▪️ Approximately 50–60 letters of opposition have been received. Thank you to the residents who took the time to share their concerns and participate in this process.

▪️ Other issues still need to be addressed at Planning & Zoning. The turn lane required by City Engineering has not been shown on the proposed plan. That is a significant concern given the traffic challenges already facing this area.

I continue to share residents’ concerns about congestion, safety, school traffic and the impact this development could have on Oxford Estates, Oxford Crossing, Brighton Park and surrounding neighborhoods.

Development decisions need to account for the people who live nearby and travel these roads every day. Your input matters, and I encourage residents to stay involved as this proposal moves through the review process.

Big news for Ward 5 and Ward 6!

I’ve worked closely with Denise Mitchell for Ward 5, City Council - St. Charles, MO to make sure residents in our wards receive the high level of service they deserve. Today, the St. Charles Fire Department officially placed Fire Suppression Unit 9460 into service at Station 6, primarily serving the southwestern part of our city along the Muegge Road corridor.

This is the first additional fire truck added to our emergency response fleet in more than 40 years! As our community grows, our emergency services must grow with it.

We already have an incredible Fire Department and first responders. This addition strengthens their ability to respond faster, provide lifesaving emergency medical care, and protect our families.

Thank you to our firefighters, department leadership, and everyone who helped move this investment forward. Taking care of our residents will always be a top priority.

Quick update from Board of Adjustment meeting regarding Muegge Road proposed gas station.

Thank you for your attention to this.

All my Ward 6 neighbors that live off Muegge Road. This is going out on the city’s social media account!

Update !!! Meeting for tonight P&Z

"The agenda for the September 14, 2026, City of St. Charles Board of Adjustment meeting includes BOA-2026-17, a request to reduce the required landscaped greenbelt along Old Muegge Road from 25 feet to 15 feet for a proposed automobile service station and convenience store at 2601 Old Muegge Road.

The applicant has requested that the item be tabled for consideration until the October 5 Board of Adjustment meeting.

The applicant has also requested that the related Conditional Use Permit and Site Plan applications (CU-2026-23 and SP-2026-13) be tabled from the September Planning and Zoning Commission meeting.

As a result, those applications are not expected to move forward for consideration on September 21 and would instead be considered on October 19, 2026.

We’re sharing this update to keep residents informed of the requested schedule changes and the anticipated next steps in the review process."

Well, that’s a wrap! 🤩

My last day as Mayor Pro Tem is officially in the books. I’m off duty and back to being a little ol’ City Councilman!

And what a perfect way to spend the final day.

I started at 7:30 this morning and I’m still on Historic Main Street as I type this. Today, an incredible group of Saint Charles Oktoberfest volunteers and Main Street business owners came together to decorate our historic district for September. 🇩🇪🍻

Saint Charles Oktoberfest donated all of the decorations for the light poles throughout South Main, North Main and Frenchtown. This is a great co-marketing effort between Oktoberfest and our local businesses to bring some Bavarian spirit downtown, support our small businesses and build excitement all month long leading up to Oktoberfest!

My wonderful wife Amanda, my mother-in-law Joy, and so many others have spent the last few months making ribbons, preparing decorations and putting in countless hours behind the scenes. This was a BIG task for a group of volunteers, but it looks fantastic!

We can’t wait for everyone to see it.

It takes a clear vision, collaboration, great businesses and a community willing to get involved and make things happen. That’s why St. Charles is different.

All in all, this little Mayor Pro Tem adventure was a lot of fun. Thank you to everyone who followed along and put up with me during my brief stint!

And don’t worry…my son Keegan has already informed me that if there is ever going to be a Mayor Foust, it’s going to be HIM. 😂

Fair enough, I’ll stick to representing Ward 6!

Days 4 & 5 as Mayor Pro Tem were good ones!

First, I hope everyone has a great Labor Day weekend. It will be HOT, so hopefully everyone stays safe and cool!

Ward 6 Update
I was able to update Ward 6 residents on the proposed gas/service station. I really appreciate all the residents who have reached out, asked questions and, most importantly, asked how they can get involved and have their voices heard.

Historic Main Street
I spent much of the day in our Historic District. I met up with the Saint Charles Oktoberfest team to look at some of the decorations they are providing for Main Street and our small businesses. They have a fun joint venture coming together, and I can’t wait to share more next week!

Tourism & The Foundry
I stopped by Tourism and had a great conversation with Pamela about some exciting things happening in St. Charles. She mentioned that our new CVB Director, Megan, was over at The Foundry dealing with an air-conditioning issue, so I wanted to stop by.

Despite having no A/C, Megan and the entire Foundry team were there with fans going, working away and taking care of their customers which a Celebration of Life event scheduled there. Great group of people who just kept getting the job done no matter the circumstances.

St. Charles Main Street Foundation Supper Club
With temperatures pushing 100+ degrees, the Main Street Foundation Supper stayed on schedule and what a turnout!

A huge thank you to Randy Schilling and his team, all the volunteers, sponsors and Main Street businesses that provided food, drinks and their time. Seeing that many people come out despite the heat says a lot about the support Main Street has in our community. I have attended the last 3 years and it never disappoints.

And a special shoutout to the Lindenwood Men’s Rugby team. If you ever need hardworking, personable young men who aren’t afraid to take on any task, give these guys a call. Every time I’m around them, I’m impressed.

One Last Stop
After the event, my wife and I stopped by Jake’s on Main, where Amy Senter showed us some of the great Oktoberfest inventory they’re bringing in for month of September.

As you can see residents getting involved, small businesses investing in our community, volunteers stepping up and people working together. I am proud to be a small part of it.

Enjoy the weekend!

🚨 WARD 6 UPDATE — PROPOSED GAS STATION & CONVENIENCE STORE AT 2601 OLD MUEGGE ROAD

I want to make sure Ward 6 residents are aware of a proposed automobile service station/convenience store with liquor sales at 2601 Old Muegge Road and, most importantly, know how to make their voices part of the official public record.

There are several steps in the process before this proposal reaches the City Council.

I have already shared concerns with City staff that this may not be an ideal location for this type of high-use development.

Anyone who regularly travels Muegge Road and Old Muegge Road knows the traffic challenges that already exist in this area. That includes congestion coming from I-70 and Highway 364, vehicles backing up at traffic signals, and the additional traffic on Old Muegge during school drop off and pickup times.

Residents from Oxford Estates, Oxford Crossing, Brighton Park and surrounding neighborhoods have also reached out with significant concerns about traffic, congestion and the impact another high-traffic use could have on this area and I agree with their concerns.

Whether you support or oppose the proposal, I encourage you to participate in the process and make your comments part of the official record.

🗣️ WANT TO SPEAK AT CITY COUNCIL?

This is exactly why public input matters.

Development is important to our city, but so is making sure development fits the surrounding area and that we carefully consider traffic, safety, nearby neighborhoods, schools and the residents who travel these roads every day.

Please share this information with your neighbors, especially those who live in the surrounding subdivisions. I want to make sure Ward 6 residents have every opportunity to be heard throughout this process.
