Job Description
Job Title: Outreach and Testing Specialist
Reports To: Men’s Wellness Project Manager
Summary: The Testing/Outreach Specialist will provide HIV related Counseling, Testing and Referral services for both Missouri and Illinois. They will conduct targeted outreach (traditional/face-to-face in the community and internet-based/virtual) and recruitment to Black individuals living with HIV/AIDS and high-risk negative individuals, with a focus on Black Men who have S*x with Men (MSM) and their sexual partners regardless of race and ethnicity. The Specialist will link individuals to HIV treatment, health information, education, referrals, risk reduction interventions, condom distribution, and STD awareness, testing and treatment. Individual will also work directly with all associated staff and volunteers. This includes attending all required staff trainings (i.e. d-up!, facilitation skills, fundamental of HIV/AIDS/STD) scheduled staff and community related meetings, gathers, tabulates and maintain required data in conjunction with the project evaluator.
Specific Duties and Responsibilities:
1. Provide HIV Counseling, Testing and Referrals to at-risk populations in compliance with strict standards of the Departments of Health (Missouri and Illinois) and The Community Wellness Project.
2. Conduct targeted outreach--both traditional and internet--to high-risk Black individuals, including people living with HIV/AIDS and Men who have S*x with Men in the St. Louis Metropolitan area including southern Illinois.
3. Engage individuals in their own neighborhoods or venues where they typically congregate to provide HIV related health information, education, referrals and linkage to services.
4. Assist individuals in receiving medical care for HIV infection and other support services. Verify that services were accessed post-referral.
5. Distribute condoms to target HIV-infected persons and persons at highest risk of acquiring HIV.
6. Assist with recruitment for other prevention interventions and services, including those provided by The Community Wellness Project.
7. Adhere to strict procedures of confidentiality, release of information and data security.
8. Maintain accurate and complete participant records, tracking contact, counseling, testing, referrals, and outreach performance as defined by evidence-based models, local/state/federal entities and The Community Wellness Project.
9. Communicate effectively with clients for appointments and follow-up on referrals.
10. Maintain accurate and current process, procedural, and program, and inventory logs of specific outreach and testing activities, health materials, condoms/lube, OraQuick Temperature log (Control storage Area); Test Result, and OraQuick control.
11. Maintain and reconcile accurate forms: Outreach Logos; Reactive Test Result Form; Reactive Rapid Test; ID Form; testing forms; Order Form /Testing Supplies.
12. Provide health education and support in conjunction with other Community Wellness Project teams and community members.
13. Minimum Requirements
14. Triage programmatic needs of program participants as required per CWP guidelines and protocols.
15. Provide presentations to diverse audiences of various cultures, orientation, size, education level and experience.
16. Performs other job-related duties as assigned.
Other Essential Duties:
1. Works well with the team in developing good rapport with all professional contacts including CBO representatives, consultants, community stake holders, colleagues, and government agencies.
2. Strong work ethic and firm understanding of client-centered services
3. Demonstrate basic training/facilitation skills
4. Provides reports and other documents as needed to the Project Manager as needed.
5. Assist in all written and verbal marketing messages
Unique Skills or Abilities: Good organizational and problem solving skills. Ability to follow-up and support others. Candidate must be a team player and exhibit good verbal and written communication skills. Must be efficient in Microsoft Office Software, including word perfect, Quattro Pro, Desk Top Publisher, Excel and Power Point software. Must have experience or trainable in use of LCD projectors, laptops, and digital cameras, and other equipment as requested.
Qualifications: Requires minimum bachelor’s degree in public health, social/behavioral science, public administration, business or education or demonstrated/documented 2 years of extensive experience in working with programs specific to the targeted population and/or the health field. Must complete all required trainings as assigned including; Cultural Competency Training, HIV/AIDS Counseling (Missouri and Illinois) Testing and referral services and the CDC D-up! Intervention.
