Rainscaping naturally reclaims stormwater using simple techniques to manage and clean filter it where it falls… the way nature intended. This can be done through a combination of plantings, water features, catch basins, and permeable pavement, among other activities.

Yesterday, MSD Project Clear broke ground on the Ulena Storm Improvements project, the first stormwater project funded through Proposition S.

The project will install approximately 150 feet of new storm sewer pipe along Walsh Street, helping move excess stormwater away from homes, yards, and streets that have experienced flooding for years.

More importantly, this project marks the beginning of a long-term investment in stormwater infrastructure across our region. Thanks to voter approval of Prop S in 2024, MSD Project Clear will invest more than $700 million in stormwater improvements and address hundreds of stormwater challenges throughout St. Louis City and County.

The Ulena Storm Improvements project is the first of many projects that will help reduce flooding, improve drainage, and strengthen communities for generations to come.

Today, we broke ground on the Ulena Storm Improvements project, the first stormwater project to begin construction under Proposition S.

Located in south St. Louis, this project will install approximately 150 feet of new storm sewer pipe along Walsh Street, helping move excess stormwater away from homes, yards, and streets that have experienced flooding for years.

This project is possible because voters approved Proposition S in 2024, creating the region’s first dedicated funding source for stormwater improvements. That investment is already being put to work, with the Ulena project marking the first of hundreds of stormwater improvements planned throughout St. Louis City and County.

We were proud to be joined by State Senator Karla May, State Representative Steve Butz, Alderwoman Anne Schweitzer, Kelpe Contracting, members of our Stakeholder Engagement Committee, and the skilled union workers who will help bring these critical improvements to life.

With more than $700 million in stormwater investments planned, this groundbreaking is just the beginning of the work ahead to address flooding and erosion challenges across our region.
