GROWTH IN GREENE | QUESTIONS ANSWERED

If the 1% sales tax referendum fails, does that mean Greene County won't build a new school?

No. The need for additional school capacity exists regardless of the outcome of the referendum.

Greene County is growing, and that growth is expected to bring significantly more students into our schools.

A 2026 study conducted by Woolpert identified 2,753 housing units in planned and active developments throughout Greene County. Based on those developments, the study projects approximately 1,666 additional K–12 students, including 769 elementary students, as the developments are built out.

Greene County Public Schools anticipates the need for a new school within the next 5–7 years.

So what does the referendum actually decide?

The November 3 referendum asks voters whether Greene County should be authorized to collect an additional 1% sales tax dedicated to qualifying school construction and major renovation projects.

If approved, that revenue would provide an additional funding source for those projects.

If not approved, the additional sales tax would not take effect. Greene County would still need to address its projected school capacity needs and evaluate other funding options, which could include local revenues, borrowing, and available state assistance.

The important distinction: The referendum is about a funding option, not whether the community will need additional school space.

GROWTH IN GREENE | QUESTIONS ANSWERED

Why can't we just use Virginia Lottery funds to build a new school?

It's a fair question! After all, the Virginia Lottery advertises that its profits support public education. So where does that money go?

Here's what you should know:

Virginia Lottery profits are directed to public education through the state's budget. Those funds are distributed across school divisions and support a variety of educational programs and services.

While Lottery proceeds help fund public education, they do not provide Greene County with a dedicated source of funding sufficient to construct a new school.

School construction is primarily a local responsibility in Virginia. Although state funding programs may help offset construction costs, local governments must still determine how to finance major capital projects.

The proposed 1% sales tax would establish an additional, locally generated revenue source restricted to qualifying school construction and renovation projects.

The bottom line: Lottery funding already plays a role in supporting our schools, but it does not eliminate the need to plan and fund major school construction projects.

A surprise celebration today at Nathanael Greene Primary & Elementary was an intentional reminder to show our students how happy we are to welcome them each day.

Our students were so excited to find out that today was Surprise Attendance Day! Seeing their smiles, hearing their excitement, and watching them celebrate simply for showing up to school was the BEST!

We loved reminding our students that every day at school is an opportunity to learn, grow, connect, and have fun!

Showing up matters. Every student. Every day. Let’s keep building greatness! 💚🧱🏗️

Future Ready doesn’t begin in high school. It begins on Day One.

From the first foundations in reading and math to discovering interests, developing skills, exploring careers, and preparing for life after graduation, every step of a student’s K–12 journey matters.

Our latest accreditation results show that work in action. Every GCPS school increased its Overall Framework Score, with growth across the division in academic achievement, student growth, attendance, English Learner progress, graduation, and 3E Accountability.

We know every student is unique. Their path may look different. Their pace may look different. And their next step after graduation may look different.

But our goal is the same for every student: to leave Greene County Public Schools prepared for what comes next.

Enrolled. Enlisted. Employed.

Different paths. Different paces. Every student Future Ready.

How are new schools paid for?

Building a new school is a major investment—often tens of millions of dollars—and it isn't typically paid for from a single year's school operating budget.

In Virginia, funding major school construction typically involves a combination of local government revenues, bonds or loans, and available state or other funding programs. The County and School Board work together to identify facility needs, plan projects, and determine how those projects will be financed.

Importantly, GCPS does not independently levy local taxes. Funding for major school capital projects involves both Greene County government and the School Board.
So where could the proposed 1% sales tax fit?

If approved, it is projected to generate approximately $3.1–$3.6 million each year as a dedicated revenue source for qualifying school capital projects. Those funds could also be used toward eligible financing costs, such as bond or loan payments associated with qualifying projects.

That dedicated annual revenue could become one component of the larger financing strategy needed to address Greene County's future school facility needs.

As our community grows, understanding not only what schools cost—but how they are funded—is an important part of the conversation.

Greene County voters decide November 3, 2026.
