I - C A R E, Inc. I-CARE, Inc. believes that expanding economic opportunity for all families is vital to our economy.

is a private non-profit Community Action Agency that offers opportunities for individuals and families with low incomes to achieve self-sufficiency. The initiatives we deliver include access to education, job training, housing, and childcare. Our approach to providing access includes connecting families to a continuum of care that offers a mix of our agency programs as necessary and available based on our program capacities and customer eligibility and suitability, as well as collaborations with other public and private partners.

💡 Head Start is MORE than early childhood education. It's an investment in the whole family!

When we think about Head Start, we often think about preparing young children for school. But its impact reaches far beyond the classroom.

Head Start and Early Head Start take a two-generational approach to helping children and families thrive.

📌 For Children: Supports healthy brain development, nutritious meals, healthy habits, early learning, and school readiness.

📌 For Parents: Provides family engagement, resources and opportunities to build skills, strengthen financial well-being and pursue education, training, and employment.

📌 For Families: Connects families with community resources and support services that promote greater stability, independence and long-term economic mobility.

Eligible North Carolina voters have an opportunity to cast their ballots ahead of Election Day on Tuesday, November 3rd.

Elections determine who makes decisions at the local, state, and federal levels on issues including:

📌 Food and nutrition assistance
📌 Housing and community development
📌 Child care and education
📌 Health care and family services

Important dates:

📅 October 15 — Early voting begins
📅 November 3 — Election Day

💙💗 What is Community Action, and how does it help strengthen our communities?

Across North Carolina and the nation, Community Action Agencies like I-CARE work every day to help individuals and families overcome barriers to economic stability and build pathways to opportunity.

One important resource supporting this work is the Community Services Block Grant (CSBG), a federal funding program that helps Community Action Agencies respond to the unique needs of their local communities.

Through CSBG-supported services and partnerships, agencies help:

➣ Connect families with resources to meet basic needs

➣ Promote housing stability and safer living conditions

➣ Create pathways to employment and economic mobility

➣ Connect individuals and families with education, health and other community resources

➣ Strengthen local partnerships that address the causes and conditions of poverty

What makes Community Action different?

Local needs. Local partnerships. Local solutions.

Community Action Agencies work alongside the people and communities they serve to identify challenges, develop solutions and create opportunities for lasting change.

❗ Proposed changes to federal Head Start standards could affect how programs serve young children and families.

The U.S. Department of Health and Human Services (HHS) is reviewing proposed changes to Head Start program requirements, including standards related to:

📌 Classroom staffing and group sizes

📌 Health, nutrition and family support services

📌 Educator qualifications and program hours

North Carolina Governor Josh Stein recently asked HHS to preserve key standards that support Head Start's comprehensive approach to early childhood education.

The public comment period closed on October 6, 2026. These changes remain proposals, and no final rule has been announced.

Head Start and Early Head Start provide more than early education. These programs support children's development while helping families access resources that promote health, stability, and opportunity.

➣ Understanding proposed changes helps families, educators, and communities stay informed about decisions that could affect early childhood education.

❗ Proposed changes could affect how Head Start programs respond when young children experience significant behavioral challenges.

Current Head Start standards place significant limits on suspending children and prohibit expulsion because of a child's behavior. Proposed changes could give programs greater flexibility to suspend or expel children under certain circumstances.

But this is a complex issue.

Young children develop, communicate, and regulate their emotions in different ways. For some children—including those with ADHD, developmental challenges, or other developmental differences—behaviors that appear disruptive may signal needs that require additional understanding and support.

At the same time, early childhood educators need the resources, training, and support necessary to maintain safe, nurturing classrooms where all children can learn and thrive.

That's why conversations about suspension and expulsion in early childhood matter.

The question isn't simply how we respond to challenging behavior. It's how we help children, families, and educators get the support they need to be successful.

Head Start and Early Head Start take a comprehensive approach to child development, connecting children and families with early education, health, nutrition, and family support services.

➣ Every child deserves the opportunity to learn, grow, and reach their full potential.
