Turn up the Heat in Congress to Cool Off the World
June 22-24 in Washington, D.C.

Join us in Washington this summer for the 5th Annual Citizens Climate Lobby International Conference. There are thousands of paid lobbyists who talk to members of Congress on behalf of the fossil fuel industry. This is your chance to lobby Congress on behalf of a livable world for future generations. Get the training and support you need to be an effective advocate and go to Capitol Hill, where we plan to meet with EVERY congressional office to enroll support for a tax on carbon that gives revenue back to the public. Coal and oil have their lobbyists, the Earth needs you to come to Washington and speak up.

Keynote speaker: Bob Inglis
We can’t pass a climate bill in Congress without support from conservatives, and since leaving Congress in 2011, Republican Bob Inglis has devoted himself to convincing fellow conservatives to come to the table with support for a revenue-neutral carbon tax. The founder of the Energy and Enterprise Initiative, Bob will tell us how to make our case with Republicans on Capitol Hill.

"The nation's aging infrastructure makes up an interconnected web of systems that are alarmingly vulnerable to the shocks of climate change, according to a report released today that will inform the National Climate Assessment, to be made public next month.

The difficulty of strengthening the systems that support the American economy -- from electricity to drinking water -- poses significant problems requiring large investments at a time of rising risk and receding political appetite for big spending initiatives."

Communicating climate change

What is the best way to create written or spoken materials that really inspire people?

Language is absolutely critical to communicating effectively about climate change, and Talking Climate contains a series of guides to effective climate change communication.

Individual words and longer phrases are important – avoiding jargon, and knowing how an audience is likely to respond to particular terms is essential. This guide describes the most effective methods for communicating climate change.

But effective communication is about more than just picking the right words – the way messages are framed, the values they speak to and the narratives that bring the climate change message alive are incredibly powerful. Getting to grips with the growing body of research on how to use framing to effectively target particular attitudes and behaviours is essential.

Many climate change communicators spend a great deal of time countering the arguments of those who do not accept the science of climate change. However, there is now a growing body of evidence that climate change scepticism is not really about climate
science – it is about people’s political viewpoints and worldviews,
which the science of climate change seems to challenge.

This guide describes the social science research that is getting to the bottom of the real reasons for climate scepticism, while this section outlines the key messages from studies of public perceptions of climate change.

CCL: Steinberg’s carbon tax bill could strengthen California’s AB32

SAN DIEGO, FEB. 27, 2014 – The carbon tax proposal recently introduced by California State Senate leader Darrell Steinberg has the potential to strengthen the state’s carbon reduction program, which is already the strongest in the nation, Citizens Climate Lobby said today.

“Any time you can remove uncertainty in the market, you provide the incentive for investors, businesses and consumers to move in the right direction,” said Mark Reynolds, Executive Director of Citizens Climate Lobby. “Senator Steinberg’s bill to apply a carbon tax on fossil fuels would send a clear price signal to the marketplace for the state’s economy to move toward clean energy sources and energy efficiency.”

Sen. Steinberg’s bill would impose a steadily-rising tax on suppliers of fossil fuels. Some revenue from the tax would be used to support public transportation. The rest would be rebated to taxpayers, particularly low- and middle-income households. Details of the bill are still to be worked out in committee.

CCL said today that any new legislation would have to enhance, not undermine, California’s AB32, the cap-and-trade system to reduce greenhouse gas emissions.

“We want to do all we can to uphold our nation’s leading carbon reduction program,” said Reynolds, “and if Sen. Steinberg’s bill can be written in a way that complements and strengthens AB32, we have the opportunity here to achieve further emissions reductions while also softening the economic impact on families.”

"A global groundswell is rising from Beijing to Berlin, according to a new study Senate Democrats will release today that indicates nations are establishing domestic climate legislation at a rapid pace.

The analysis of 66 countries, including E.U. member states, accounting for the bulk of greenhouse gas emissions finds that 61 have passed climate and clean energy laws. All told, there are now more than 500 laws addressing climate change worldwide -- compared to less than 40 when the Kyoto Protocol, the world's first global warming treaty, went into effect nearly two decades ago...

In the United States, meanwhile, the landscape for legislation remains "challenging," as the report delicately puts it. But, the authors note, while no climate laws are on the books, Obama is using executive authority under the Clean Air Act to regulate power plant emissions as well as to prepare for the impacts of climate change."
