Manteca Man Sentenced to 24 Years in State Prison for Forcible Sexual Abuse of Child

Defendant Jesus Antonio Tovar, 28, was sentenced on May 29, 2026, by the Honorable Roy Hashimoto to 24 years in state prison after pleading guilty to three counts of Forcible Lewd Acts with a Child (Penal Code section 288(b)), felonies, and strike offenses under California’s Three Strikes Law.

In August 2024, a 13-year-old victim disclosed to school officials that her older adult male relative had committed multiple acts of forcible s*xual abuse against her beginning when she was approximately 8 years old, and he was approximately 21 years old.
During the investigation conducted by the Manteca Police Department, the victim reported that the abuse continued until she was about 13 years old. During the course of the investigation, Tovar admitted to portions of the conduct and wrote an apology letter to the victim.
In addition to his prison sentence, Tovar will be required to register as a s*x offender for life pursuant to Penal Code section 290.

“This sentence reflects the gravity of these horrific crimes and the lasting harm inflicted on a vulnerable child,” said San Joaquin County District Attorney Ron Freitas. “The courage of this young victim in coming forward helped stop years of abuse and ensured that the defendant will be held accountable. Our office remains committed to protecting children and pursuing justice for victims of s*xual violence.”

Defendant Held to Answer for Attempted Murder of Peace Officer and Arson Attacks

San Joaquin County District Attorney Ron Freitas announces that defendant Adam Lopez has been held to answer on charges following a preliminary hearing regarding a violent attack involving gasoline and fire on July 10, 2025.

Evidence presented in court detailed a series of dangerous acts, including an attempt to burn down the San Joaquin County Probation Office on South Hunter Street. During the incident, the defendant allegedly targeted law enforcement officers. Officer James Christensen suffered serious injuries during the attack, while a second officer’s clothing was set on fire. A civilian’s vehicle was also destroyed in the blaze.

"The safety of our community depends on the brave men and women who wear the badge," said District Attorney Ron Freitas. "This case highlights the immense dangers our officers face every day. Our office remains committed to working hand-in-hand with our law enforcement partners to ensure that those who target public servants and threaten the safety of our neighborhoods are held fully accountable under the law."

The defendant was held to answer on the following charges:

•Counts 1-4: Attempted Murder of a Peace Officer, Aggravated Mayhem, Arson causing Great Bodily Injury, and Resisting an Officer causing serious injury (Victim: Officer James Christensen).

•Counts 5-6: Arson of Property and Resisting an Executive Officer (Victim: Peace Officer).

•Count 7: Arson of Property (Victim: Civilian Vehicle).

•Count 8: Attempted Arson of a Structure (San Joaquin County Probation Office).

Special allegations were also sustained regarding the use of gasoline and lighters as accelerants. The People are also alleging Defendant was convicted of two previous Strike Offenses.

The defendant remains in custody, and bail remains as previously set at No Bail allowed. The next court date is scheduled for Arraignment on Information (AOI) on June 15, 2026, in Department 8B at 8:30 a.m.

The Edison House groundbreaking took place on Wednesday, May 27, bringing community partners together in support of long-term housing solutions and resources for those in need.

San Joaquin County District Attorney Ron Freitas was proud to present the Civil Air Patrol with a $1,000 check funded through asset forfeiture proceeds in support of its youth development efforts.

As the civilian auxiliary of the U.S. Air Force, Civil Air Patrol’s Cadet Program provides young people with opportunities to build leadership skills, explore aerospace, improve physical fitness, and develop strong character through hands-on experiences including flying, hiking, camping, and service activities.

This year-round program helps shape the next generation of engaged citizens and future aerospace leaders by encouraging personal growth, discipline, and a commitment to service.

We are honored to support programs that invest in our youth and strengthen our community.

Manvir Singh Arraigned for Fatal Hit-and-Run; District Attorney Files Felony Charges

District Attorney Ron Freitas announced the arraignment of Manvir Singh this afternoon in the San Joaquin Superior Court. Singh faces multiple felony counts following a fatal multi-vehicle collision that occurred on May 19, 2026, on Northbound Highway 99 near Harney Lane in Lodi.

The District Attorney’s Office has filed the following felony charges against Manvir Singh:

•Count 1: Vehicular Manslaughter with Gross Negligence (PC 192(c)(1))

Enhancement: Fleeing the Scene of a Crime (VC 20001(c))

•Count 2: Vehicular Manslaughter with Gross Negligence (PC 192(c)(1))

Enhancement: Fleeing the Scene of a Crime (VC 20001(c))

•Count 3: Reckless Driving Causing Specified Injury (VC 23105(a))

Enhancements: Three counts of Infliction of Great Bodily Injury (PC 12022.7(a))

•Count 4: Hit and Run Resulting in Permanent Injury or Death (VC 20001(b)(2))

The defendant entered a not guilty plea.

Singh was operating a fully loaded semi-truck when he collided with a vehicle, killing two occupants, a 20-year-old male and a 16-year-old male. Following the collision, the defendant is alleged to have abandoned his vehicle and fled the scene on foot before being apprehended by officers.

"My office has charged this defendant with the most serious applicable offenses to ensure he is held fully accountable for the lives stolen and the families devastated by this reckless act. We also asked for no bail so he will be brought to justice,” said District Attorney Ron Freitas.

The People expressed a strong objection to the defendant's release, and bail, due to his lack of ties in the community and his attempts to flee the scene. However, the court set bail in the amount of $400,000.

The case remains under active prosecution by the San Joaquin County District Attorney’s Office. Singh’s next court appearance is scheduled for May 27, 2026, at 8:30 a.m. in Department 7B.
