TEXARKANA, ARKANSAS — An investigation by the Texarkana Arkansas Police Department into the theft of approximately $7,200 worth of commercial refrigerant has resulted in the identification and arrest of a suspect in South Texas. The investigation also uncovered connections to similar commercial burglaries in the Little Rock area, involving more than $25,000 in stolen commercial materials.

On Thursday, October 8, 2026, at approximately 11:39 a.m., TAPD officers responded to Walmart, located at 133 Arkansas Boulevard, regarding a reported theft.

Officers learned that a suspect had forced entry into a secured area housing the business’s refrigeration equipment, damaging a gate and door frame before removing approximately $7,200 worth of refrigerant.

Through a review of surveillance footage and additional investigative efforts, officers identified Adrain Quevedo, 26, as the suspect. Investigators also developed information connecting Quevedo to similar commercial burglaries in the Little Rock area.

As a result of the investigation, TAPD obtained a warrant for Quevedo’s arrest on a charge of Commerical Burglary and Theft of Property over $5,000.

Later that day, Quevedo was located in South Texas, where law enforcement officers took him into custody on the outstanding TAPD warrant. During that encounter, officers also discovered stolen property in his possession, resulting in an additional arrest for Possession of Stolen Property.

This case demonstrates the importance of thorough investigative work and cooperation between law enforcement agencies across jurisdictional boundaries.

The Texarkana Arkansas Police Department remains committed to protecting our local businesses, investigating criminal activity, and working with our law enforcement partners to identify and apprehend those suspected of committing crimes in our community.

All criminal charges are allegations, and Quevedo is presumed innocent unless and until proven guilty in a court of law.

🌟 OFFICER SPOTLIGHT | SGT. WINTERS 🌟

Sometimes going above and beyond means simply making sure everyone gets your time.

During National Night Out, Sgt. Winters and several of his officers pulled double duty—continuing to work the streets and keep our community safe while also making an extra effort to visit neighborhoods, meet families, listen to concerns, and build relationships with the people we serve.

Even when their normal hours were over, they stayed out to make sure every National Night Out location was visited and everyone had an opportunity to spend some time with their law enforcement professionals.

And sometimes those connections come in small packages. 💙

Pictured with Sgt. Winters is 4-year-old Lincoln Toler, who took a little time out of his National Night Out festivities to hang out with one of our own.

Lincoln, thank you for being part of National Night Out!

And Sgt. Winters, great work. Thank you for going above and beyond and setting the example for your officers—not just by telling them what community policing should look like, but by showing them.

This is what building bridges looks like. One neighborhood, one conversation, and sometimes one 4-year-old future police officer at a time. 🚔💙

A safer Texarkana is a stronger Texarkana.

💙🚔 WHAT A NIGHT, TEXARKANA! 🚔💙

Last night’s National Night Out reminded us exactly why we love serving this community.

Our officers had a phenomenal evening visiting neighborhoods across Texarkana—meeting community members, sharing some great food and fellowship, listening to concerns, and most importantly, building relationships beyond the badge.

National Night Out isn’t just about one evening. It’s about creating connections between neighbors and law enforcement that continue long after the tables and chairs are put away. Those conversations, handshakes, laughs, and new friendships help build the trust that makes our entire community stronger.

To everyone who opened their neighborhoods and welcomed our officers—THANK YOU! You made the night special, and our officers had an absolute blast spending it with you.

We’re already looking forward to doing it all over again next year!

Neighbors knowing neighbors. Police knowing our community. A city working together.

💙 A safer Texarkana is a stronger Texarkana.

Great work.

On Sunday, October 4, 2026, around 0538 hours, Officers with the Texarkana Arkansas Police Department were dispatched to a welfare concern at the Ozan Gardens Apartments, (formally known as Smith Keys Apartments) 3302 Washington St. The 911 caller indicated there was a man lying face down on the ground outside near one of the apartment buildings. The caller indicated the man did not appear to be breathing, and he was cold to the touch.

Upon officers’ arrival, they were directed to the man on the ground. They checked the welfare of the man and confirmed he was not breathing and appeared to have been deceased for several hours. The officers noticed the male had injuries to his face, but nothing that appeared to be life threatening. The Criminal Investigation Division of TAPD was contacted and detectives responded to investigate. During their investigation, the identity of the deceased man was discovered to be twenty-nine-year-old Telem Fairchild.

The Miller County Coroner’s Office arrived to retrieve Mr. Fairchild for further investigation. It was at that time that detectives located a stab wound on Mr. Fairchild’s torso.

Detectives were able to identify thirty-eight-year-old Kimberly Rankins as a suspect in the death of Mr. Fairchild. Detectives learned that Rankins and Fairchild were involved in a physical altercation at 3302 Washington around 2300 hours the previous evening.

Rankins was subsequently taken into custody and transported to the Miller County Jail where she was booked in on the charge of First Degree Murder.

Witnesses that have information related to this incident are encouraged to call the Texarkana Arkansas Police Department to speak with Detective Sgt. Dakota Easley at 903-798-3154.

It is with great sadness that we share the passing of retired Officer Steven Mitchell.

Officer Mitchell was hired by the Texarkana Police Department on January 24, 1973. During his career, he served in Patrol, was a Field Training Officer, and also served as a Traffic Officer.

In 1991, Officer Mitchell was named Officer of the Year after his actions in response to an Aggravated Robbery that had occurred just moments prior.

He retired from TAPD on January 25, 1993, but he returned to TAPD as a Specialized Police Officer in 2003 and served as a bailiff for Arkansas District Court, Airport Police Officer, Transport Officer, and other roles in support of the Department. He resigned from that position on December 31, 2025.

We are grateful for the many years Officer Mitchell dedicated to the Texarkana community and to the men and women of the Texarkana Police Department.

Our thoughts and prayers are with his family, friends, and all those who had the privilege of knowing and working with him. Officer Mitchell’s obituary is linked below.

Rest easy, Officer Mitchell. Thank you for your service. 💙
