If your home needs plumbing, HVAC, roof, electrical or foundation work, you may qualify to apply for assistance through our Housing Rehabilitation Program, which is now open.
Some of the requirements to qualify include: the home being owner-occupied and located in the Greater Chelsea Manor or 1867 Settlement District target area, low-to-moderate income (see chart in graphic below) and homeowner's insurance, along with flood insurance if your home is in a flood zone.

The City of Texas City Community Development Department is excited to have partnered with students from the Texas Southern University Urban Planning and Environmental Policy Masterโs Program! Building on the great work of previous students, these talented individuals shared with us policy recommendations and revisualized the 1867 Historic Settlement. Their work includes a detailed 4D model and historical analysis to help support the preservation and development of our community.
A big thank you to Dr. Smith, Isaiah Allen, Joshua Lathan, and Petra Hsia for their commitment and dedication to this important project!

Back by popular demand! We are hosting FREE basketball clinics for kids, starting next week at the Carver Community Center.
Kids between the ages 5-13 are invited to learn basketball skills with us on Monday, Oct. 14, 21 and 28 from 5:30-7:00 p.m.
