NH DES PUBLIC HEARING REGARDING OWL'S NEST LARGE GROUNDWATER WITHDRAWAL PERMIT to be held Thursday, November 12, 2026 at 6:00 PM at the Thornton Station Meeting Hall, 12 Merrill Access Road, Thornton, NH 03285

State law requires NH DES to convene this hearing when requested by a municipality, which the Board of Selectmen did. As such, NHDES staff will coordinate and preside over this meeting and hearing as the hearing officer. Per NHDES hearing requirements, they will follow the process for permit-related public hearings in accordance with New Hampshire Administration Rules PART Env-C 205, Non-Adjudicative Proceedings.

The general meeting agenda will be as follows: NHDES will give a brief presentation (15 minutes+/-) regarding the permit application process, followed by the applicant’s consultant giving a presentation regarding the results, observations and findings from the pumping test conducted on their proposed new community well (probably about 20 minutes +/-).

Once the presentations have concluded NHDES will hold an informal question-and-answer session to address any questions or clarification on the application process or results and findings from the testing program. Once there are no more questions, they will open the hearing and accept oral testimony from the public, once complete, we’ll close the hearing and establish the date on which the follow-on 45-day written testimony period will be complete.

This is a hearing that NHDES is obligated under statute to convene in the town that requests it, the hearing is a NHDES hearing and will not be a part of any town meeting official or otherwise. Town representatives are not allowed to convene the meeting or preside over the meeting.

The new Mad River Cemetery fence is in. The fence was milled & installed by volunteers in the style of the old fence that had been there for many years. It looks amazing with the newly planted maples.

Although the volunteers wish to remain anonymous, the cemetery superintendents & the Board of Selectmen would like to thank them for the help in making this happen.
