Happy Friday, Torrington!

We hope you are all enjoying our first taste of fall as much as we are!

This week we had the opportunity to send Officer Jenkins and Officer Smith down to Cheyenne for a two-day class on criminal interdiction, hosted by the Laramie County Sheriff’s Office and Code 2 Training.

We are thankful to have officers on our team who are committed to keeping their skills sharp, and grateful for training opportunities that support them.

Have a great weekend, and call if you need us!

Just a gentle reminder that posting advertisements on utility poles inside City Limits is prohibited by ordinance.

Whether the advertisement is for a political cause or an amazing garage sale, the sad truth is that the signs end up blowing away or getting soaked and falling off in the rain or snow (when we are lucky enough to get some….). The staples and tape that are left behind create an unpleasant, prickly mess for passersby and especially for the City staff or Utility workers who need to access them to keep our community functioning.

Thank you!

We had a necklace turned into Dispatch yesterday that was found on the sidewalk in front of the police department. If you are missing a necklace, please call or stop by to describe the item or provide a photo for proof of ownership.

We were the grateful recipients of a very thoughtful and delicious thank-you from the THS Student Council this week for partnering with them on some fantastic events during Homecoming Week.

As certified cookie connoisseurs, we can assure you that these were some of the best cookies we have ever eaten. We greatly appreciate the talents of the Student Council Staff Sponsor, who shall remain nameless, but was so kind to share her expertise with us!

It is such a pleasure to have the opportunity to partner with youth in our community to create safe and fun experiences and relationships that will last forever!

Torrington, we hope your weekend is safe, fun, and full of delicious cookies!

Our team responded to a pretty messy crime scene at the Goshen County Library today…..

The whole incident began innocently enough with some lawful consumption of chocolate-frosted power rings, but things quickly devolved into a tall tale (or maybe a short one) involving the mystery of an escaped octopus.

With that slippery absconder on everyone’s mind, things moved into full investigative mode with a lesson on fingerprints and some impressive hands-on experience. (When we say hands-on, we mean literally everyone had ink on their hands….)

It’s been a long time since we have had this much fun with an investigation, and we’re pretty sure the kids enjoyed themselves too!

A big thank you to our friend Betsy at the Library, who had a great idea and helped us to put it together.

Have a safe and happy Homecoming Weekend, Torrington!!

Please join us in congratulating Officer Ryall and Officer Cross on completing the FLETC (Federal Law Enforcement Training Center) Active Shooter Threat Instructor Training Program last week.

This intensive 40-hour course builds individual skills and instructional capacity for active threat response.

Keeping our community safe is our top priority. We are grateful for these outstanding officers who are willing to invest in their own skills and then help other members of our agency to grow as well.

Nice work, Jeff and Tim!

“Fugitive Night” at the Golf Course was an absolute blast!

It’s hard to fully describe the absolute pandolerium that was involved, but if you can picture in your mind over 100 High School Students, a pitch-black golf course, archery tag, pizza, and enough caffeine to keep most of us up for a month, you’ll have a pretty good idea…..

We thoroughly enjoyed being part of shaping a new tradition that was just as fun, but a whole lot safer….

This was a ton of work to put together, and we have lots of folks to say THANK YOU to:

-Assistant Chief Connelly, SRO Ryall, and SRO Easton came up with this awesome idea and shaped it into the great event we hosted last night!

-The staff at the Golf Course, who took a step of faith and generously let us use their facility.

-Our AMAZINGLY GENEROUS D.A.R.E. donors provided the funding that made it possible.

-The Staff at Torrington High School, who were awesome in helping to organize the event and showed up to help!

-Our City of Torrington Emergency Manager, Chuck Kenyon, who is always willing to supply essential equipment and pitch in to help!

-County Emergency Manager, Thom Bozeman, and Yoder Emergency Manager, Justin Burkart, for pitching in and lending us their equipment.

-Last, but certainly not least, the Torrington High School Student Council, who helped shape the event and make it happen!

****City of Torrington Press Release dated September 30, 2026****

The recent drastic increase in transmission costs for our electricity has been a frustrating event for the City of Torrington and our electric customers. This drastic increase occurred without warning for our community, and other communities in our area. Unfortunately, the increase in transmission costs has yet to be fully explained. The Mayor, City Council, and staff at the City of Torrington are dedicated to learning the cause of the increase from our provider, and address any options we have to mitigate the situation. We are all acutely aware of the impact that events like this can have in our community, especially in our current circumstances with the pressures of drought, inflation, and record high increases in costs for diesel and gasoline.

On July 29, 2026, the City received a bill from our provider which included a sharp increase in the transmission costs for our electricity, which we pay through the Municipal Energy Agency of Nebraska (MEAN). Our first step was to begin working with MEAN to investigate the change in costs and learn more about the circumstances.

After investigation and outreach, it became clear that the increase in costs was not a mistake or billing anomaly, and the City moved forward with notifying our customers on the situation we are all facing. This included:
• The Public Work Session held in the Conestoga Room on September 10, 2026.
• The City’s initial press release dated September 16, 2026.
• The City’s FAQ press release dated September 17, 2026.
• The Torrington Telegram article published on September 23, 2026 with the headline “Torrington seeks answers after unexplained transmission cost spike.”

The City’s current efforts to obtain answers for the sharp increase in transmission costs and what can be done to address the issue are as follows:
• The City has preserved its rights by filing a formal dispute with MEAN regarding this sharp transmission cost increase.
• The City continues to work with MEAN to identify the specific cause or causes of this sharp transmission cost increase.
• The City, along with several other municipalities served by MEAN, and also affected by this sharp increase, will meet on October 8, 2026, for a broad discussion, an opportunity to share concerns, and ask questions of MEAN staff.
• Given the urgency of the situation, the City has filed an Application for Interim Cost Adjustment with the Wyoming Public Service Commission on September 30, 2026. If approved by City Council and the Wyoming Public Service Commission, this will increase the costs to our rate payers both inside and outside of the City. The Application can be seen at psc.wyo.gov. We encourage everyone to take a few minutes to review the interim application.
• At its regular meeting on Tuesday, October 6, 2026 at 5:30 p.m., the City Council will consider whether or not to approve the Application for Interim Power Cost Adjustment filed with the Wyoming Public Service Commission. If approved by City Council and the Wyoming Public Service Commission, this will increase electric rates effective November 1, 2026. Please note that our summer rates (11 cents per kWh) ended October 1, 2026. Our winter rates (9 cents per kWh) are in effect as of October 1, 2026.
• The public is invited to attend the October 6, 2026 City Council meeting at 5:30 p.m. The public will be heard. We will appreciate your input.

The City of Torrington is committed to providing the lowest power costs possible to our customers, and we know how important reliable and affordable electricity is for the success of our community. We are hopeful that our efforts with MEAN and the PSC will be fruitful in minimizing the impact of this increase to our community.

The public is cordially invited to attend the regular City Council meeting on October 6, 2026 at 5:30 p.m. when these matters will be addressed by City Council. Public input is welcomed and appreciated.
