Building Workforce Housing for the Missing Middle 🏡

Building housing for middle-income workers is one of the toughest challenges communities face today.

Most public housing incentives and funding programs are designed to support households earning 80% of Area Median Income (AMI) or below. Yet many local workers earn too much to qualify for traditional affordable housing programs while still struggling to afford market-rate housing. This group, often referred to as the “missing middle,” typically earns between 80% and 120% of AMI and includes teachers, healthcare workers, public employees, hospitality professionals, and other essential members of our workforce.

Addressing this gap requires a combination of new housing development and creative local housing solutions.

Through the Town of Truckee’s Homegrown Housing Program, projects like Edmunds Lofts, Gray’s Crossing Workforce Housing, Industrial Way Apartments, and other workforce housing developments are helping create housing opportunities for local employees who are often underserved by the current housing market.

Together, these projects are expanding the supply of attainable housing and helping ensure local workers can continue to live and work in the communities they serve.
