Two Long Serving Volunteers Exemplify Commitment, Community, and Lifelong Engagement at A.R.C.
Agency honors octogenarian volunteers whose dedication strengthens housing stability across Southern Arizona
TUCSON, AZ - April 28, 2026 - Administration of Resources and Choices (A.R.C.) is proud to recognize two longtime volunteers whose dedication has helped sustain the agency’s mission for more than five years. Sandy Ramsey, 84, and Gail Topolinski, 81, have served side by side in essential data entry roles, providing behind the scenes support that strengthens housing stability and elder services across Southern Arizona.
Though their work is largely behind the scenes, Ramsey and Topolinski play a vital role in ensuring A.R.C.’s programs operate efficiently. Accurate data management supports services such as foreclosure prevention counseling, rental assistance, homebuyer education, and protection for abused elders—services that help create safer, more stable communities.
A.R.C.’s mission is to build a stronger community through housing stability for homebuyers, distressed homeowners, renters, and vulnerable elders. Volunteers are central to this work, bringing reliability, experience, and continuity that allow staff to focus on direct client services.
Sandy Ramsey: Finding Purpose Through Service
Sandy Ramsey began volunteering with A.R.C. more than five years ago, motivated by a desire to stay engaged, use her skills, and contribute meaningfully. In her data entry role, she helps ensure client records are accurate and accessible, supporting daily agency operations.
“I look forward to my Wednesdays because I get to help an organization that needs my skills!”
Before joining A.R.C., Sandy volunteered with another organization but chose to seek a new opportunity with deeper involvement. When she and fellow volunteer Gail Topolinski decided to look elsewhere, they did so together, committed to finding an organization where volunteers were respected as part of a team. At A.R.C., Sandy found that sense of belonging while staying mentally challenged and connected to the community.
Gail Topolinski: Choosing Inclusion and Impact
“I volunteer to maintain my skills so that my brain keeps going; plus, I like the variety of assignments!”
Gail Topolinski has also dedicated more than five years of service to A.R.C., providing consistent and reliable support through data entry. Her work helps maintain systems that allow staff to respond efficiently to community needs.
“I like the variety.
Like Sandy, Gail previously volunteered elsewhere before choosing to seek a more inclusive environment. As a package deal, the pair joined A.R.C. together, drawn by a culture that values volunteers’ experience and contribution. At A.R.C., Gail feels seen, heard, and appreciated as a team member.
Volunteers at the Core of A.R.C.’s Mission
“Volunteers are not an add on to our work—they are essential to it,” said Debbie Chandler, Executive Director of A.R.C. “Sandy and Gail demonstrate how powerful community service can be when people feel respected, included, and genuinely valued.”
