TCSO deputies are conducting some pretty cool joint defensive tactics training today along with our SCOUT mental health co-responders from Olympic Health & Recovery Services at our new building.

Deputies and co-responders are going through dispatched mock scenes involving an actor in crisis (the actor is a professional fighter in real life). The scenes are helping our social workers read body language and understand when they need a deputy to back them up.

The scenes are designed to encourage de-escalation and proper patrol tactics, and when the actor forces deputies to use force, deputies must communicate clearly and utilize as little force as possible to detain the individual. Once detained, deputies are expected to quickly relive any pressure, roll the detained person over, and call for medical attention.

Fantastic job by our defensive tactics instructors on creating these scenes and providing instruction to deputies and social workers, and a special thank you to our actor for creating a realistic and challenging task for our deputies.

Great proactive police work by TCSO deputies in tracking down a wanted felony suspect!

On October 10th, K9 Igo and his handler assisted deputies in searching an encampment known as the Jungle for a suspect wanted on multiple felony warrants, including Assault in the Second Degree and Unlawful Possession of a Fi***rm in the Second Degree. The suspect had ignored repeated commands to come out and surrender.

After searching through a maze of tents, makeshift structures, and clutter, Igo found the suspect hiding beneath furniture and other items. Turns out, all that effort to find a hiding spot didn't account for one very important thing: Igo's nose!

The suspect was taken into custody and treated at the hospital before being booked into jail. Igo once again showed why having a good K9 partner makes all the difference.

Tonight I was honored to be the Grand Marshall for Yelm High School’s Homecoming… but tragedy struck.

Twister, the team mascot, stole the results for homecoming court… and in the middle of a felony stop, fled on foot to evade justice. We were able to recover the results, but I ain’t gonna lie….

Twister is fast y’all.

Enjoy homecoming weekend, and be safe!

Detective Nastansky is one of our Special Victims Detectives helping to facilitate the Thurston County Domestic Violence / Sexual Assault Conference this morning.

This all day event brings together stakeholders and survivors in front across the entire spectrum β€” social workers, victim advocates, law enforcement, prosecutors, pre-trial, school resource officers, human trafficking specialists, medical professionals, resource hub, and others in an effort to evaluate, improve, and push the needle of progress forward.

I have great optimism here in Thurston County because of the experience, passion, and ability of those who are attending this conference today.

Statement regarding fishing license dispute between Chehalis Indian Tribe and Washington Department of Fish and Wildlife...

Statement regarding fishing license dispute between Chehalis Indian Tribe and Washington Department of Fish and Wildlife:

Over the last few weeks, I have spent time meeting with both WDFW and Chehalis Indian Tribe to get a better understanding of the ongoing dispute over tribal authority to require and enforce fishing licenses where Chehalis River runs through the reservation.

I’ve seen some comments floating around (from the general public, not from WDFW) that the tribes are just being β€œgreedy” regarding fishing rights. Given the historical context of Indian Reservations across our country and state, I want to start off by making something clear:

There is almost nothing that tribal governments could do at this point that would be worse than what has been inflicted upon them over the last several hundred years. For centuries, Native Americans have been killed, enslaved, tortured, and reduced to small pockets of generally undesirable land called β€œreservations”. Imposing a $45 fishing fee is not, and will never be, remotely comparable to what they have lost. If you are unfamiliar with just how important this topic is right here in Thurston County, I recommend watching Fish Wars.

This dispute is a complex matter that will likely end up in front of a court of competent jurisdiction to weigh in on. WFDW asserts that the river is navigable. Chehalis Tribe does not dispute that, however they are not prohibiting travel on the river β€” but instead requiring a $45 fishing license if one wishes to fish on the 10 mile stretch where the river runs across the reservation. A judge will ultimately need to weigh in on the legality of this matter and make a decision.

So what does this have to do with Thurston County Sheriff’s Office? I have commissioned Chehalis Tribal Police to enforce state law *off* the reservation, and assist our deputies on 911 calls. Chehalis Tribal Police and TCSO have an exceptional working relationship from top to bottom, and that will continue. TCSO does not enforce tribal law.

Here are some basic answers I have been able to ascertain after speaking with both groups:

β€’ Fishing without a tribal license is not a criminal violation. Chehalis Tribe is not seeking to jail anyone over this issue.
β€’ Chehalis Tribe has issued one citation in three years. They want to deal with this issue through education, not citations, and have expressed that the majority of fisherman have purchased a fishing license from them.
β€’ There is no answer about a final decision on this issue and won’t be for some time until a matter is brought before a competent court.
β€’ TCSO will not be participating in the enforcement of any tribal law, including fishing licenses, but we will continue to assist all of our partners (both WDFW and Tribal Police) when peace keeping or officer safety needs arise.
β€’ I urge everyone in this process to remain polite, seek legal counsel if needed, and recognize this is a sensitive issue for many people in our community.
β€’ Both WDFW and Chehalis Tribe have expressed willingness to answer questions from the public despite their disagreement on the issue at hand.
β€’ There are rumors that individuals have threatened to damage the river where the jurisdictional issues are in question to protest the tribe. I will make sure you go to jail for habitat destruction, so please refrain.

Both WDFW and Chehalis Tribe are important and valued organizations in our community. While there is a disagreement on this issue, it is important that we remember we are all on the same team, with the same goals of sustaining our habitat and environment so that the generations who come after us are able to enjoy the same beautiful landscape we are so lucky to call home.
