Just the Essentials: Building Improvements

The proposed bond projects address several essential infrastructure improvements throughout Shepherd Public Schools, including boiler replacements, HVAC improvements, energy-efficient LED lighting, roof replacements, window replacements, and new exterior siding.

These projects focus on repairing and updating the district’s existing buildings and addressing important facility needs.

On November 3, 2026, Shepherd Public Schools voters will see the district’s bond proposal on the ballot. The ballot will include the following language:

“Shall Shepherd Public Schools, Isabella, Gratiot, and Midland Counties, Michigan, borrow the sum of not to exceed Fourteen Million Nine Hundred Thousand Dollars ($14,900,000) and issue its general obligation unlimited tax bonds therefor, in one or more series, for the purpose of: remodeling and equipping school buildings, including roofing and HVAC systems; and preparing, developing, improving and equipping the elementary school playground and site?”

The proposal would authorize up to $14.9 million in bonds to fund building renovations and equipment, including roofing, HVAC systems, safety upgrades, and enhancements to shared spaces that serve both students and the broader community.

How did the district come up with the essentials in addressing its facility needs?

The district used a thoughtful, needs-based process to identify these projects. We reviewed the scope of the previous bond proposal and evaluated facility repairs, replacements, and maintenance needs anticipated over the next 10 years.

The district also worked with multiple professional companies to assess our current HVAC systems, control systems, and boilers, and to provide cost estimates for the recommended work.

In addition, we evaluated safety and security needs throughout the district to identify essential upgrades. The final list focuses on projects to keep our schools safe and functional for years to come.
