I was honored to speak at the Heart Awareness/Hays Kennedy Pickleball tournament featuring Siddharth Pahwa M.D., a renowned cardiovascular surgeon. The impetus was early monitoring, including routine and inexpensive calcium testing.

A great event!

Tonight the Metro Council voted in favor of a six-month moratorium on permits allowing for zoning changes or any new construction of large-scale data centers within Louisville Metro.

The Ordinance (O-135-26) gives Metro the time to conclude our work on land development code regulations for the review of zoning changes related to the construction of large-scale data centers.

The public meetings for these policies have just concluded and planning staff will work with members of the planning commission to complete their final recommendations for new regulations.

Once these have been passed by the commission, the Metro Council will have the opportunity to review them, and take a final vote.

Should any delays occur that would prevent action prior to the conclusion of the six-month moratorium, the Metro Council would have the ability to extend the moratorium.

This fact helps to assure people that nothing will be able to slip through the cracks. All new large-scale data centers will be subject to these new regulations that take into consideration extensive public input.
We do plan on ensuring that the regulations address the serious concerns of our constituents.

They include protections for air and water quality, and not transferring energy or water use costs to residential customers.
Data Centers aren’t new to our region, but the construction of large-scale data centers are.

I am hopeful that our work over the past year, as well as the work undertaken by the planning commission, will help us chart a long-term plan for addressing these types of proposals.

It’s an honor to serve!

Scott

Metro Council July 30, 2026 Meeting Recap

Last night was our first Metro Council meeting since the passage of our FY27 Budget. The overall docket was shorter than normal but there were a few items of note. One ordinance paved the way for projects authorized in the budget to move forward by helping to access the funding needed to begin capital projects. Another ordinance (O-187-26) helps to set the rules and agreement for the establishment of a new development area known as the Landmark Building Area. All of these votes were passed with unanimous or near unanimous support by the members of the Metro Council.

The one item that did receive more extensive discussion was Ordinance O-280-25 addressing late night security. This ordinance was last amended in Metro Council’s Safety Committee on June 17th during a meeting of the Public Safety Committee. During that meeting committee leadership made it clear that they would have a final vote on the ordinance during the next Safety Committee meeting, on July 22nd. Having received no comments against the ordinance, the Council’s Safety Committee voted to pass the ordinance by near unanimous vote.

The ordinance approved during our meeting represents a significant improvement over the original proposal. With the adopted amendments, it now more closely aligns with existing policies governing properties that remain open between 2 a.m. and 5 a.m. and those designated as persistent nuisance properties due to repeated criminal activity within a one year period. While there was a literally last hours push to ask additional questions and express concerns, members felt that they were able to address these concerns through proposed floor amendments and the item was passed by a vote of 20-2 with three persons voting present.

Next week the Louisville Metro Council will hold committee meetings. Our next meeting of the full Metro Council will be August 13th.

It’s an honor to serve!

Excellent Coffee With Your Councilman at Panera Bread!

We discussed topics in depth from Hyperscale Data Centers and their potential impact on the city and consumers, the recently passed Metro budget, projects coming to District 16, the amended Handbill/Sign ordinance, and the ongoing state/federal road projects.

I’m humbled by the depth of knowledge and interest shown my my constituents about city issues. Often, I remind folks that our local ordinances have a tremendous impact, even more so, on their daily lives than state/federal laws.

Stay tuned for the next Coffee and Town Hall meetings!

Last evening, the Metro Council passed an amendment, which I sponsored, to the handbill/ordinance that prohibits placing signs in public rights of way.

Previously, it was a criminal offense to place any sign in a public space. The amendment changes the law to make it a civil offense, punishable with fines up to $500, and enforceable by Public Works and Code Enforcement.

A robust public relations/information campaign, headed by Deputy Mayor Nicole George, will precede any enforcement. I recognize that many feel public spaces are legal for advertisements, so we want to be respectful and prepare the public before enforcement begins.

Thanks to the Mayors team, President Brent Ackerson, Mayor Dan Tafel of Rolling Fields, and County Attorney Laura Ferguson for their input and support.

Metro Council passed a resolution asking the Administration to create guidelines on Data Centers for Jefferson County that could be incorporated into our land development code. The following link takes you to the page where you can read the proposed language and comment on them before they are debated by the Planning Commission. Once the Planning Commission approves their version, it will ultimately come to Metro Council for amendments and approval.

This is your opportunity to have your voice heard on this topic and ensure the code addresses any concerns. There seem to be some good direction here including addressing concerns about noise pollution, air pollution, energy needs, and other topics. Please take a moment to review this and weigh in using this process.

Thanks,

Scott

Good afternoon,

Today, my office was notified of an upcoming roadway closure on Wolf Pen Branch Road near 7604 Wolf Pen Branch Road.

The closure is scheduled to begin on Wednesday, June 10, and is expected to last approximately one week, ending on Wednesday, June 17, weather permitting. The closure is necessary to allow crews to complete a new sewer line connection.

During construction hours, a 100-foot section of Wolf Pen Branch Road in front of 7604 Wolf Pen Branch Road will be fully closed to traffic. All other portions of Wolf Pen Branch Road will remain open and accessible. The closed section is expected to reopen each evening, with closure hours anticipated to be approximately 7:00 a.m. to 5:00 p.m. daily.

As someone who regularly uses Wolf Pen Branch Road, I understand the inconvenience this project may cause for residents and commuters. If you know friends, family members, or neighbors who may be affected, please help us spread the word.

Thanks,

Scott
