Delaware’s first Emergency Vehicle Operations Course is open, right here in New Castle County.

The 14-acre facility gives first responders a closed course to train at speed, in real scenarios, before they face them on a public road. This year alone: 416 training hours, 378 officers, 140 paramedics recertified.

County Executive Marcus Henry cut the ribbon Wednesday alongside public safety leaders, members of County Council, and state officials.

New Castle County recently completed an independent, third-party quality-control review of its first comprehensive property reassessment in more than 40 years.

According to the County, the review confirmed correctable issues rooted in outdated property data — not flawed appraisal work — and the County is taking proactive steps to address them, including working to accelerate its next reassessment and leading quality control of the data itself. Property owners can appeal their assessment every year and can request a correction to a factual error about their property at any time.

Earlier this month, County Executive Marcus Henry joined County Council members and the County’s Land Use team for the ceremonial signing of Ordinance 26-084, restructuring the redevelopment provisions of New Castle County’s Unified Development Code.

The ordinance makes it easier to reuse older, underused, and brownfield sites, while adding new incentives related to affordable housing, density, parking, landscaping, infrastructure, and community engagement.

Council Members Carter and Cartier led the work on the ordinance alongside the County’s Land Use team.

“Our best growth opportunities are in the corridors and campuses we already have,” said County Executive Henry. “This ordinance puts investment into existing communities and keeps New Castle County vibrant.”

New Castle County Medic 1 was dedicated into service in a ceremony at Wilmington’s Rodney Square on January 5, 1976. 50 years later, on October 2nd, New Castle County celebrated five decades of the EMS Division with a formal event at the Chase Center on the Wilmington Riverfront.

What started as a single pilot unit grew into a countywide paramedic system: Medic 5 in 1978, three more units between 1980 and 1982, and two additional units added under the Delaware Paramedic Services Act of 1990. Today, New Castle County EMS operates as a nationally recognized, CAAS-accredited paramedic service.

A highlight of the celebration was the chance to thank retired Delaware Senator and Representative Bruce Ennis, who served in Delaware’s legislature for 40 years, in the House from 1982 to 2007 and the Senate from 2007 to 2022. In 1990, he authored the Delaware Paramedic Services Act, the law that authorized the two additional paramedic units in Glasgow and Prices Corner. New Castle County thanks Senator Ennis for his years of support for paramedic services and for joining us to celebrate this milestone.

Retirees also had the chance to reconnect with Delaware’s first certified paramedic, retired Lieutenant John Potter. Lieutenant Potter and his family attended the celebration, giving him the opportunity to see former colleagues from his 27-year career with New Castle County.

In 2025 alone, New Castle County paramedics responded to 41,285 calls for service and administered 131 units of whole blood to critically injured or ill patients. The division was also awarded the American Heart Association’s Mission Lifeline Gold Award for top-level cardiac and stroke care.

Today’s paramedics were at the event to celebrate those accomplishments, and spend time with the pioneers who built the department from the ground up. Many retirees who shaped this department over the decades joined the celebration, and NCC EMS recognized them alongside the paramedics carrying their work forward right now.

Congratulations to our EMS Division, and thank you for your Excellence in Service.

Last Friday, County Executive Marcus Henry attended the Grand Opening of the newly reconstructed People’s Settlement Association.

Founded in 1901, People’s Settlement has been a cornerstone of Wilmington’s East Side for more than 120 years, providing generations of residents with social services, youth programs, and opportunities for community connection.

The newly reconstructed facility marks an exciting new chapter for this historic organization and represents a significant investment in the future of the East Side community. County Executive Henry was proud to join elected officials, community leaders, and residents to celebrate the occasion and officially open the doors to the community.
